POSITION SUMMARY: Works under the supervision of the Director of Housing to coordinate all functions and activities related to construction projects, providing oversight to projects through completion.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Reviews and submits to the Director for approval Construction Pay Applications, Monthly Work Progress Pay Applications, and Professional Services Invoices. Must be able to understand Schedule of Values and be able to determine whether pay application submittals are accurate reflections of work in progress or work completed.

2. Responsible for tracking project expenditures for both tribally funded and/or federally funded projects to ensure projects stay within budget.

3. Generates purchase orders, requisitions, and check requests for submission to Department Director.

4. Assists the Director with the development and review of Construction Agreement Contracts and Professional Service Agreement Contracts. Works directly with Tribal Attorneys to develop a strong, comprehensive contract that protects the interests of the Southern Ute Tribe. Responsible for ensuring contractors comply with contract specifications. Requires accurately interpreting contract intent.

5. Sets up meetings with contractors, vendors, design professionals, and user groups. Assists with ensuring user group programming goals are being met and that such goals are within budgetary constraints.

6. Assists with the preparation of Tribal Council packets and construction project updates; assists in expediting the flow of information to the Executive Officer and Tribal Council.

7. Assists with the development of scope of services for work to be performed. Requires clear understanding of proposed project goals.

8. Coordinates all phases of engineering, design, testing and construction activities on current construction projects.

9. Assists with the development of Change Orders, Notices to Proceed, work instructions, and requests.

10. Develops project schedules and coordinates project meeting for progress and action-item updates.

11. Writes reports providing appropriate documentation of project status, prepares project correspondence to engineers, contractors and Department Director.

12. Organizes and maintains files, plan sheets and specifications on all construction projects.

13. Attends training as required or requested.

14. Performs other job-related duties.

QUALIFICATIONS:

Must have an AA/AS in Business Management or closely related degree and 3 years of experience in construction administration OR High School Diploma and 5 years on-the-job experience as a Project Administrator, Project Coordinator or Project Manager.

Must have 3 years of work experience in accounting.

Must have 3 years of computer experience including Microsoft Word and Excel.

Must have experience in coordinating all phases of engineering, design, testing, and scheduling of construction activities on construction projects.

Must have experience assisting in the development and reviewing of agreements and contracts.

Must have experience in the development and administration of construction budgets.

Must have a valid Driver’s License for state of residency and be insurable under the Tribal Vehicle Insurance Policy.

Must pass a thorough background check including, Criminal History, fingerprint check, and pre-employment drug test.

PREFERRED QUALIFICATIONS:

Construction accounting experience.
