POSITION SUMMARY: The Program Manager is responsible for the development, management, and coordination of the substance use treatment facilities including the inpatient treatment center, recovery housing, transitional housing, childcare, methadone clinic, and future facilities as developed in future phases of the project. Program Manager will work in close coordination with the Public Health Physician and Behavioral Health Manager to administer the program in accordance with resolutions approved by Tribal Council. This position is grant funded and continued employment is contingent upon the availability of grant funding.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Plans and develops all phases of new substance use treatment facilities, programs, and operations and coordinates associated interdepartmental meetings and presentations to a variety of staff and top management.
2. Responsible for facility credentialing, complying with regulatory requirements, and maintaining compliance with applicable laws and codes for the substance use facilities and programs.
3. Pursues grant funding for the substance use treatment facilities by coordinating with the Contracts & Grants department, identifying available grants, writing grants, presenting to Tribal Council for approval, submitting grant applications, and ensuring completion of grant deliverables, including any necessary data reporting.
4. Develops and implements policies and procedures for substance use treatment facilities.
5. Responsible for recruiting and hiring staff for the substance use treatment facilities as needed and in accordance with the Tribal Personnel Policies and Procedures, including writing job descriptions and Individual Need Assessments (INAs).
6. Responsible for managing employees including orientation, supervision, performance evaluations, training and skills development, disciplinary actions, and termination in accordance with Tribal Personnel Policies and Procedures.
7. Performs all management and program operations within budget limitations and complies with procurement requirements and guidelines for all expenditures. Will be expected to create and periodically revise a business plan including revenue and cost analyses.
8. Establishes and maintains effective working relationships with Tribal employees, Tribal programs and services, including Social Services and Tribal Court, and other outside public agencies.
9. Prepares and maintains all case notes, referrals, consultations, evaluations, and other State, Federal or Tribal forms as required.
10. Performs other job-related duties as assigned.
QUALIFICATIONS:
Must have a BA/BS in Social Work, Sociology, Psychology, Human Services, or related field.
Must have 3 years of experience in Substance abuse treatment/recovery programs.
Must have supervisory experience in personnel supervision, training, motivation, and scheduling.
Must have 2 years of experience in program development and administration of budgets.
Must have experience drafting and presenting professional reports, project documents, and policies.
Must have experience with grants and contracts.
Must have general knowledge of available resources and organizations affiliated with behavioral health services.
Must have computer experience in software programs including Microsoft Word and Excel.
Must have a valid driver’s license and be insurable under the Tribal vehicle insurance policy.
Must pass a thorough criminal history background check including fingerprint check and pre-employment drug test.
PREFERRED QUALIFICATIONS:
Experience working with Native American Indian Tribes.
Experience in facility credentialing.
Experience complying with regulatory requirements and applicable laws and codes for substance use treatment.
