What are the responsibilities and job description for the Payroll Specialist II position at Southwest Key Programs?
Job Summary:
The Payroll Specialist II is responsible for the payment of W-2 wages/salaries for assigned program employees. The Payroll Specialist II will work closely with other departments within Southwest Key to ensure that the Payroll Department has all necessary information to process payroll on a semi-monthly basis.
Essential Functions:
- Administer semi-monthly, multi-state payroll processing for over 9,000 salaried and hourly employees
- Responsible for end-to-end payroll runs including both on and off cycle payments as well as special pay runs using Dimensions Payroll system
- Perform payroll imports into the timekeeping module using templates
- Stays informed of developments in the payroll field and changing governmental and legal requirements to ensure compliance with internal payroll processes, and company policies for all jurisdictions
- Ensures compliance with federal, state, and local employment related to tax requirements
- Audit daily reports of all payroll transactions for new hires, terminations, transfers, changes to pay rates (retro pay), time & attendance, and research labor allocations
- Process involuntary termination checks per state laws
- Contribute to the accuracy and integrity of the payroll function within the company
- Audit timekeeping records for accurate pay and compliance with established organization standards
- Audit check statement data, prior to finalizing payrolls, to ensure accurate payment of employees (e.g., retroactive pay calculations, earnings & deductions, tax adjustments, etc.)
- Responds to payroll inquiries from employees, leaders, related departments, internal and external audit in a timely manner
- Identify system related issues quickly and accurately and report to Manager
- Completes special projects or other duties as assigned by Payroll Manager
- Proactively identify process improvement and create updated process documentation
- Process involuntary deductions defaults (garnishments, levies, and support orders)
- Process re-issued W-2 forms to former employees
- Guide current employees on access to W-2 and other self-service applications
- Research missing or incorrect Direct Deposit information
- Audit Mileage and phone subsidy requests and uploads
- Audit discharged employees were deleted from batches before finalizing payrolls
- Research questions on employee Personal and Sick accruals and assist department with this function
- Generate payroll reports utilizing Dimensions and/or previous payroll system to assist other departments on a monthly and semi-monthly basis
- Committed to work within a team environment to accomplish department goals

Qualifications and Requirements:
- High school diploma or equivalent.
- Five (4 ) years of payroll processing experience.
- Knowledge of payroll processing.
- Knowledge of Kronos Dimensions Payroll System or other ERP
- Understanding of timekeeping system including scheduling
- Understanding of Gross to Net calculation of payroll
Skills Preferred:
- CPP certification
- Experience processing large multi-state payroll
- Some experience in processing 3rd party payment as it relates to payroll
Physical Demands:
Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas. While performing the responsibilities of this job, the employee must be able to access all components of workstation and other office equipment. Frequent typing, writing, bending and twisting. Must be able to lift up to 10 pounds.
Work Environment:
General office environment with moderate noise. This position is mostly sedentary, involves sitting most of the time, but may involve walking or standing for brief periods of time. A busy environment with many unscheduled interruptions. Frequent computer use at workstation for extended periods of time. Public contact position requiring appropriate business apparel. Some travel required.
