PRIMARY PURPOSE
The Dean of Instruction for CTE serves as the primary operational management link between the faculty and the administration. Responsible for managing day-to-day issues and decisions about staffing, scheduling, budget monitoring, program and curriculum development, program assessment, full and part-time faculty performance evaluation and objectives, program marketing, student recruitment, and retention for both credit and non-credit career technical and workforce programs. Primary departments include but are not limited to; Fire Science, Criminal Justice, Early Childhood Education, Elementary Education, Dental Assisting, Computer Science, Business, Diesel Tech and Welding. The Dean also oversees Apprenticeship programs and Care Connections.

Leadership and Operational Management (75% of Time)- Responsible for supervision of all full-time faculty, part-time faculty, directors, and staff.
- In cooperation with faculty, conducts program evaluations and performance evaluations of full- and part-time faculty, program accreditation, and institutional accreditation to report to the Vice President.
- In cooperation with faculty, develops and recommends to the Vice President the budget for the division, monitors the budget, and is responsible for expenditures within the guidelines of the institution.
- Manage budget, strategic planning, assessment, and data collection and reporting.
- Functions in an advisory capacity to the Vice President and other administrative staff. Serves as a member of Instructional Council, Institutional Managers, and Deans’ Group, and other institutional and Faculty Senate committees.
- Collaborates with other departments on campus to support student learning.
- Takes lead responsibility for providing quality faculty development opportunities for all full and part-time faculty in instruction.
- Identifies and recommends staffing needs to the Vice President, develops position descriptions, and participates in the hiring of qualified full- and part-time faculty.
- Chairs screening committees for all hiring within the division and consults with the Vice President in recommending the composition of screening committees.
- Serve as a liaison with ESD staff and district high schools to develop CTE pathway programs, dual credit program, and curricula alignment.
- Works with SOWIB, SCSD, SCBEC, and SBDC to develop regionally appropriate workforce training programs within sector areas.
- Serves on statewide groups and committees, including the CIA and the CTE Leaders group.
- Administer and complete necessary reports for any CTE grants including Perkins.
- Responsible for supervising the instructional operations of the division, creating yearly and quarterly class schedules, enrollment management, and class closures.
- In cooperation with faculty, makes teaching assignments of full- and part-time faculty, monitor faculty workload, and recommends appropriate release time to the Vice President.
- Functions in a leadership capacity in division in matters of curriculum, course development, student learning outcomes, program assessments, planning and marketing, instructional methodology, technology and staff development. Acts as the communication link between the instructional divisions and the Office of Instruction on all matters pertaining to the educational policy, procedures, and goals of the college.
- Oversees the timely review, revision, and updating of course outlines and curricula and the submission of all new and revised course outlines and curricula for approval.
- In conjunction with other instructional deans, develops new credit and non-credit programs (including certificates and degrees).
- Takes lead responsibility for providing a liaison between the faculty and professional and community groups in identifying needs for course and curriculum change to meet professional and workplace needs and standards.
- Designs and plans strategies to help the institution develop actionable concepts, designs and plans that lead to high quality online and distance learning; identifies and designs innovative solutions for expanding institutional presence through online learning programs; develops and delivers faculty and staff training experiences that best prepare them for teaching online; enhances the online educational effectiveness through an emphasis on addressing learning outcomes; helps the institution align online and extended learning capabilities with its mission and vision; and identifies opportunities for transforming the process and practice of the institution's online and extended learning initiatives.
REQUIRED QUALIFICATIONS
- Master’s degree from an accredited institution in education or recognized discipline
- Experience: Minimum three (3) years full-time teaching experience required (or appropriate combination of part-time teaching and industry experience).
- Supervisory Experience: A minimum of five (5) years increasingly responsible administrative/leadership experience including monitoring budgets and evaluation of staff.

Ability to use internet searching, Microsoft Outlook, Word, and Excel as needed. Able to learn and function in the College’s information management system and learn new software as needed.
