Description
SPAARK, Inc is seeking a Strategic Planner who shall work with Army COOP Office in all aspects of COOP program planning and system integration to support all AR 500-3 requirements, related documents, and information and communications systems. Responsible for ensuring that Department of the Army COOP efforts are coordinated and synchronized with activities throughout the DoD COOP community. Serves as an Action Officer in support of the Army COOP Program within the HQDA Operations Directorate.
Responsibilities Include:
Provides subject matter expertise required to develop and maintain a COOP Program for the HQDA subordinate commands/agencies in accordance with the requirements of AR 500-3. Shall provide planning support and assistance to the subordinate commands/agencies by ensuring that the component COOP guidance, policies, plans, and procedures are consistent with directives from the National Continuity Policy Implementation Plan and Federal Continuity Directives 1 and 2, DoD Directive 3020.26, Chairman Joint Chief of Staff COOP Operations Oder 3-CY, Joint Emergency Evacuation Plan 1-CY, Survival Mobile Command Center 2-CY and Army Regulation 500-3. The support includes COOP planning support and assistance that covers all aspects of COOP planning. Specific tasks include:
Preparation, revision and updates to the HQDA COOP OPLAN
· Preparation, revision and updates to AR 500-3
· Support Force Protection Assessment Team Assessments and Staff Assistance Visits of Army Commands, Army Service Component Command, and Direct Reporting Units
· Conduct and prepare Biennial HQDA MEF Review
· Coordinate Department of the Army Relocation Site Program
· Support HQDAs responsibility for the development, implementation, and management of Army COOP policy and program direction through AR 500-3.
· Develop, coordinate, and validate COOP requirements through the HQDA MEF Review; develop MEF review training plan for the HQDA staff.
· Ensure Army COOP guidance, policies, plans, and procedures are consistent with directives from the President, Office of the Secretary of Defense (OSD), Department of Homeland Defense, Federal Emergency Management Agency, Secretary of the Army, Chief of Staff, Army, and the Chairman of the Joint Chiefs of Staff (CJCS).
· As subject matter experts, support and advise the DAMO-OD as the Armys single authoritative representative for management, oversight and policy compliance of the Army COOP Program.
· Prepare, coordinate, validate and maintain the HQDA COOP Operations Plan and update the plan at least every two years.
· Coordinate Army transportation assets to support the Joint Staff planning responsibilities for the emergency evacuation of key leaders and resources from the National Capital Region (NCR).
· Plan, conduct, test, and assess execution of the HQDA COOP OPLAN at least annually. These may be tabletop, functional, or full-scale exercises as determined by the senior Army official responsible for the organization. Corrective actions, lessons learned, metrics, tracking mechanisms, procedures and/or formats will be deemed necessary and formatted by this senior Army official.
· Exercise and test continuity plans with OSD, Joint Staff, Services, and subordinate component commands as required.
· Develop and implement coordinated multi-year strategic management plans in accordance with the Army COOP Program.
· Establish a decision process for determining appropriate actions in implementing continuity plans and procedures with or without warning, during duty and non-duty hours, and address stand-down of continuity operations and transition back to normal operations.
· Assess COOP programs of ASCCs/DRUs/ACOMs in coordination with the G34s Army Protection Program Assessment Team

Required Education: Bachelor of Arts or Science in Education, Management Science, Information Technology or related field
Required Experience: Experience required at Headquarters or Department level in COOP training development, operational development and exercise planning at OSD, Joint Staff or Service level. Requires a minimum of Five (5) years of experience training development or education
