GENERAL PURPOSE
Under the supervision of the Information Systems Director, this exempt employee is responsible for designing, implementing, maintaining, and troubleshooting the network infrastructure of the Spanish Fork Community Network. This role ensures optimal performance, security, and scalability of the network systems, providing top-tier networking services to Spanish Fork City, its residents, and businesses.
ESSENTIAL FUNCTIONS
Network Design and Implementation:
- Design and deploy functional and secure networks, including LAN, WAN, wireless, and hybrid network architectures, ensuring reliability, scalability, and security.
- Oversee the design and implement the core SFCN network utilizing routers, switches, servers, and other necessary technologies.
- Design, develop, and oversee the city's fiber network buildout to homes and businesses. Manage installation, maintenance, and upgrades while ensuring scalable, forward-thinking solutions to meet future connectivity needs.
- Oversee the design and implementation of city-wide wireless networks.
- Manage cloud services, virtualization environments (e.g., VMware, Hyper-V), and hybrid IT solutions to optimize system performance.
Network Maintenance and Troubleshooting:
- Maintain, troubleshoot, and repair core headend and outside plant networking equipment, including devices from FS, HP, Cisco, Juniper, Huawei and other routing and switching equipment.
- Monitor network performance, conduct regular tests, and implement solutions to optimize speed and reliability.
- Respond to network issues outside of regular business hours as needed.
System Administration and Support:
- May supervise and perform headend operations, outside plant installation/maintenance, and all computer server system administration;
- Manage IT budgeting, procurement, and vendor contracts related to technology acquisitions.
- Consult with hardware/software vendors and other groups to resolve system issues and assess the impact of new technologies.
- Act as a technical resource for the SFCN team during regular and after-hours.
- Manage, configure, and troubleshoot Carrier-Grade NAT (CGNAT) systems to optimize network performance, ensure IP address efficiency, and resolve NAT-related connectivity issues.
- Experience with BGP and global route manipulation is required
- Support GIS and data analytics initiatives as needed to assist city operations and planning.
Security and Compliance:
- Implement and maintain network security measures to protect data, software, and hardware.
- Ensure compliance with industry standards and Federal and State regulations.
- Develop and enforce IT policies, including cybersecurity protocols, Data Privacy program, acceptable use policies, and disaster recovery planning.
- Perform security audits, risk assessments, and implement cybersecurity strategies to protect city infrastructure.
Project Management and Leadership:
- Assist the Information Systems Director in preparing budgets and financial projections, performing in-depth financial analysis, and addressing financial issues promptly.
- Manage multiple tasks and assignments simultaneously, handling frequent interruptions effectively.
- Anticipate future city technology needs by evaluating emerging technologies, software programs, and infrastructure improvements. Proactively recommend and implement innovative solutions that enhance city operations, improve service delivery, and align with strategic goals. Stay informed on industry trends to ensure the city's network systems remain modern, efficient, and secure.
- Oversee the maintenance of an accurate asset inventory evaluation of information system/communication related equipment.
- Supervise and mentor staff, providing training and leadership in technology best practices; evaluate staff performance, oversee daily activities, and provide training and development opportunities. Handle disciplinary actions when necessary, ensuring compliance with city policies and maintaining a productive work environment.
Documentation and Reporting:
- Maintain comprehensive documentation of SFCN's network infrastructure.
- Prepare and present network status reports to management.

- Work professionally and positively with others, including the public, demonstrating excellent communication skills.
- Serve as a team player, contributing to a collaborative work environment.

POSITION QUALIFICATIONS
- Education and Experience: Bachelor's degree in Computer Science, Information Technology, or a related field. At least Four (4) years of experience as a System Analyst, Network Administrator, or in a similar role; OR an equivalent combination of related education and experience.
- Industry certifications preferred:
- CCNP, JNCIP, CISSP, Security , or equivalent preferred.
- Necessary Knowledge, Skills, and Abilities:
- Valid Utah Class D Driver License
- In-depth knowledge of network operating systems, including Cisco, JUNOS, and IOS.
- Proficiency in routers, switches, firewalls, vLANs and security as it pertains to network architecture.
- Strong understanding of the OSI model and the ability to analyze complex networks to identify areas for improvement.
- Technical expertise in Cisco CLI, Linux OS, and Windows OS.
- Excellent problem-solving and troubleshooting skills; ability to lead IT projects and manage cross-departmental technology implementations.
- Strong communication and interpersonal skills.
- Ability to manage multiple tasks and manage time effectively under minimal supervision.
- Self-motivated; ability to recognize workflow inefficiencies, recommend, and be able to plan and implement effective solutions.
