Position Objective
As the Senior Manager for C4ISR solutions, you will be responsible for developing advanced sensor solutions that align to DOD customer needs. Sparton has a 100-year history of delivering advanced undersea warfare solutions. Looking for motivated, self-starter with DOD business development experience. Position requires the vision to translate corporate strategy into specific business opportunities and the technical ability to align advanced technologies to solve customer needs.
Looking for someone with diverse Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems experience. Knowledge of SIGINT, EW, C2, EO/IR, WAMI and how various systems are used to sense, control, exploit and disseminate actionable information to warfighters supporting a variety of missions.
Role requires knowledge and experience working with Defense Advanced Research Project Agency (DARPA), Intelligence Advanced Research Project Agency (IARPA), Office of Naval Research (ONR), Naval Research Lab (NRL), Office of Naval Intelligence (ONI), Defense Innovation Unit (DIU). This business development position requires advanced technical knowledge and the ability to develop concepts, draft whitepapers, and respond to proposals and OTA’s to win defense research projects.

Primary Responsibilities
- Participate in business planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews.
- Oversee the business development & proposal phase. The BD Lead is responsible for managing all the activities necessary to transform qualified opportunities into wins.
- Develop new market initiatives, conducting competitive assessments, maintaining and executing capture strategies with detailed call plans, and leading market survey responses.
- Responsible for the identification and shaping of research and development activities
- Strong technical acumen and knowledge of navy research and development
- Experience with generating R&D programs--both large and small and conduct long term planning to transition development efforts into DOD programs.
- Ability to write white papers, develop RFI, RFP, and present C4ISR concepts and proposals to US DOD customers.
- Bachelor’s degree or higher with engineering, finance, business, or other technical fields of study
- Must currently possess US Top Secret Clearance with ability to obtain TS/SCI in support of future programs.
- Typically, 10 years of relevant experience with 5 years of demonstrated BD and capture activities with Navy RDT&E community
- Experience in EOIR, RF, and ISR with an extensive background with Navy programs and/or structure.
- Knowledge of FAR based contracts and OTA’s
- Must be able to work with small agile teams across the organization (contracts, security, engineering, production) to align resources to address customer need.
- Strong customer and industry contacts within the IC & Navy RDT&E Communities.
- Working knowledge of US Government contracting, contract types and procurement processes and must be team-oriented and demonstrate strong reasoning and communications skills, both oral and written.
- Demonstrated skills in all areas of business development including opportunity qualification capture strategy, customer visits, customer relationship development, relationship development with competition, team leadership, lead and follow core business development processes.
- Experience with Customer Relationship Management (CRM) – Salesforce, Microsoft Dynamics, Office 365
- Understanding of ISR markets with ability to identify key competitors, potential partnerships.
- Military experience, preferably U.S. Navy
- Experience supporting business development programs with Navy RDT&E industry customers.
- Ability to translate long term strategy into an executable business plan and customer needs into requirements and concepts.
