Primary Purpose:
Ensure provision of needed instructional services for special need students. Work to provide individualized special education instructional programs to increase student achievement.
Qualifications:
Education/Certification:
Master’s Degree in Education (preferred)
Texas Administrative Certificate (preferred)
Valid Teaching Certificate
Special Knowledge/Skills:
Ability to interpret data
Knowledge of curriculum and instruction
Ability to speak effectively before groups of parents, students, and staff
Strong organizational, communication, and interpersonal skills
Experience:
Five years experience in a general/special education classroom (preferred)
Major Responsibilities and Duties:
Program Management
1. Serves as liaison between regular/special education and between the district and other agencies
2. Provides for two-way communication channel with principals, teachers, staff, parents and community
3. Demonstrates skill in conflict resolution with administrators, parents, teachers, staff and community
4. Provides leadership in establishing new programs and developing improved understanding of existing programs
5. Supervises the instructional program in special education, including curriculum, materials, adaptive equipment, teachers and teacher assistants
6. Provides support to principals and teachers in developing and implementing plans for instructional improvement in all areas of special education programs
7. Implements procedures for placement, evaluation, assignment, and reappraisal of students with regard to the special education services program
8. Serves as resource person for the Admission, Review, and Dismissal committee as needed.
9. Communicates district curriculum, instructional practices, accomplishments, goals, and instructional initiatives to parents and community; solicits their input on these instructional issues
10. Consults with parents of students enrolled in the special education program
11. Assists, as appropriate, with the Texas Teacher Appraisal System
12. Assists with planning and implementing staff development programs and in-service activities for special education personnel
Policy, Reports, and Law
13. Ensures that the rules and procedures for the discipline of special education students are effective and conform to federal/state laws, and local policy
14. Ensures that federal and state laws, State Board of Education Rules and local board policy concerning the education of handicapped students are observed
15. Participates in meetings, conferences and workshops relating to the curriculum and supervision of the special education program
16. Recommends staff development activities for district personnel regarding concepts, services, and technologies related to optimal educational opportunities for handicapped students
17. Observes professional and ethical standards in accordance with generally accepted community standards and the Texas Education Code of Ethics.
