Summary
Under the direction of the Manager of Human Resources and the Director of Operations, the HOPICS Human Resources Generalist is responsible for day-to-day operations, including employee relations, investigations, processing human resources paperwork, documentation compliance, and fostering healthy workplace practices throughout every department. The Human Resources Generalist must effectively relate to the Division's management team and represent the agency in all professional settings.
Essential Functions
- Participate in employee disciplinary meetings, terminations, and investigations as necessary.
- Assist with internal and external job openings, advertisements, and recruitment processes.
- Collaborate with department managers to draft detailed and accurate job descriptions and hiring criteria.
- Assist with recruitment, interview, and facilitate the hiring of qualified job applicants for open positions, as needed.
- Conduct initial interview screenings and facilitate the hiring process, collaborating with departmental managers to understand required skills and competencies, as needed.
- Handle employment-related inquiries from applicants, employees, and supervisors, referring complex or sensitive matters to the appropriate supervisors.
- Assist with maintaining BambooHR and the HOPICS recruitment website.
- Assist with preparing human resource reports, including attendance, new hire, and ad hoc reports.
- Process paperwork for new hires, separations, transfers, changes in job classification, salary increases, and other employment matters.
- Review, revise, organize, and maintain HR computer files.
- Ensure compliance with federal, state, and local employment laws and regulations, reviewing policies to maintain compliance.
- Perform other duties as assigned.
Employee Relations:
- Act as a resource for employees regarding HR-related concerns, fostering a positive work environment and resolving conflicts when needed.
- Mediate between employees and management to address concerns and ensure consistent application of policies.
Training & Development:
- Collaborate with department heads to identify training needs and coordinate professional development opportunities.
- Assist with the planning and implementation of mandatory training, including compliance, safety programs.
Health & Safety Compliance:
- Ensure compliance with workplace safety regulations, coordinate safety training(s), and maintain required safety records.
HR Policy Development & Communication:
- Assist with the development, revision, and communication of HR policies and procedures, ensuring they align with HOPICS' culture and legal requirements.
- Ensure all employees have access to up-to-date policy documentation and that it's properly communicated.
HR Technology & Systems Management:
- Manage and optimize the use of HRIS platforms (e.g., BambooHR) to ensure data accuracy and smooth operations.
- Stay up-to-date with new HR technologies that may improve efficiency or employee experience.
Exit Interviews & Employee Separation:
- Conduct exit interviews with departing employees to understand reasons for turnover and provide feedback for organizational improvement.
- Assist with the smooth transition of exiting employees, ensuring that all necessary paperwork, including final pay and benefits continuation, is processed.
Workplace Investigations:
- Lead or assist in internal investigations regarding employee misconduct, harassment, or policy violations, ensuring confidentiality and fairness.
- Document findings and assist in determining appropriate disciplinary actions based on company policies.
Legal & Regulatory Compliance:
- Assist with the preparation and posting of required legal posters and documents (e.g., EEO-1, OSHA ).
- Stay informed about changes in labor laws and ensure HOPICS' policies and practices are in compliance.
Minimum Qualifications - Knowledge, Skills and Abilities Required
- Associate's degree or three (3 years) equivalent experience in a related field.
- Three years of human resources experience required.
- Excellent verbal and written communication skills.
- Strong interpersonal, negotiation, and conflict-resolution skills.
- Excellent organizational skills and attention to detail.
- Strong time management skills and the ability to meet deadlines.
- Analytical and problem-solving skills.
- Ability to prioritize tasks effectively.

- Knowledge of employment-related laws and regulations.
- Proficiency with Microsoft Office Suite or related software.

- Demonstrate an in-depth knowledge of labor law and HR best practices
- Demonstrate experience and knowledge of PC hardware and software (i.e. Microsoft Excel, Word, PowerPoint, Internet, databases, Google WorkPlace, Zoom)
- Highly proficient and professional writing and oral communication skills
- Strong interpersonal skills and ability to relate to staff from a variety of cultures, languages and educational backgrounds
- Ability to organize and manage multiple priorities, experience with intervention and prevention programs.

- Verification of Employment eligibility is required.
- Background clearance and TB test required. Not more than (3) months prior to or (7) days after date of hire and renewed annually thereafter.
- CPR and First Aid certification required within 30 days of employment with the company.
- Maintain up to date knowledge of minimum HR services and practices
Supervisory Responsibilities:
This position does not have any supervisory responsibilities.
Environmental Conditions (Working Conditions)
Work conducted in an office setting.
Physical Requirements
The Human Resources Generalist typically spends time sitting, standing, typing, thinking, writing, walking, carrying (max. 25 lbs.), listening, speaking. Driving required as needed.
Mental Requirements
This position will require the individual to be able to handle any/all the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules be able to process information, think and conceptualize.
