We are seeking an experienced Electromagnetic Spectrum Operations EMSO Capability Development Coordinator to support analysis and assessment of Department of Defense DOD Electronic Warfare EW capabilities. The ideal candidate will have a strong background in EW, strategic defense, and capability gap analysis, along with a deep understanding of adversary capabilities in the electromagnetic spectrum. This position requires independent research, participation in studies and working groups, and collaboration with various stakeholders to identify and address capability gaps.

- Conduct in-depth analysis and assessment of DOD EW capabilities and identify capability gaps based on current and potential adversary capabilities
- Perform independent research to support studies, working groups, and portfolio management forums within the Department of Defense DOD
- Participate in and contribute to discussions and deliverables related to electromagnetic spectrum operations and EW strategy
- Develop and provide comprehensive EW capability gap solution recommendations for consideration in key DOD processes, including Planning, Programming, and Budgeting, integrated priorities, and Joint Capability Integration and Development System JCIDS
- Assist in the development of recommendations for portfolio management and integrated priorities within DOD's EMSO-related initiatives
- Provide expert guidance on integrating EW solutions and capability recommendations into strategic defense planning and budgeting processes
- Collaborate with multidisciplinary teams to support ongoing and future EMSO projects
- Regularly report findings and progress in compliance with requirements
Required Qualifications:
- TOP SECRET security clearance is mandatory
- Proven experience in Electromagnetic Spectrum Operations EMSO and Electronic Warfare EW
- Strong understanding of DOD EW capabilities, strategic defense planning, and adversary capabilities
- Familiarity with the Planning, Programming, and Budgeting processes within DOD
- Experience working with the Joint Capability Integration and Development System JCIDS and other related decision support systems
- Ability to develop and present clear, actionable recommendations for capability gap solutions
- Strong analytical, research, and problem-solving skills
- Excellent written and verbal communication skills, with the ability to present complex information to diverse audiences
- Experience in participation and facilitation of studies, working groups, and forums related to EMSO or EW
- Experience in capability gap analysis and solutions development
- Knowledge of DOD planning and budgeting systems
- Familiarity with portfolio management and integrated priorities within DOD
