Overview:
Provide business leadership support to the Program Management Office and Program Manager of a stand-alone program or major business/program element where business needs dictate. Reporting, visibility and communication of strategic and operational program activities necessary to achieve defined program objectives and business plans. The Integrated Business Team includes multiple roles: Earned Value (EV) analyst, Program Scheduler (IMS), Risk Issue & Opportunity (RIO) analyst, Affordability analyst, change support, and Business Management support (CEAC, program financial reporting, and business decision support).

Change Management Establish and manage the Data Access List of all data requirement per contract deliverables
Financial Planning
Project Management, Financial Acumen, Business Acumen, Managing with Influence, Interpersonal relationships and communication, Team building, Continuous improvement

The IBT analyst provides Program Management support and the tasks include but not limited to the following:
EV Analyst Tasks:
- Implement Program Management Standards across the program
- Maintain Customer Contact Plan (CCP) and Program Communication Plan (PCP)
- Maintain the Program Management Plan (PMP)
- Develop and maintain program-level staffing and training plans
- Establish and maintain the Performance Measurement Baseline
- Develop and maintain the Organization Breakdown Structure (OBS)
- Develop and maintain the Contract Work Breakdown Structure (CWBS), CWBS Dictionary/Index
- Develop and maintain program performance reporting for internal and external requirements
Program Scheduling
- Develop and maintain the Tier 0 - Tier III level schedules
- Develop and maintain the Integrated Master Schedule
- Develop scheduling metrics and performance analysis and reporting
RIO Analyst
- Establish Risk, Issues and Opportunity (RIO) charter and RAA
- Manage the RIO activity in accordance with the Risk Management Plan which includes: Risk Registry, Meeting Agenda/Minutes, Mitigation Plan Status, Risk Metric Reports
- Maintain RIO database
Affordability
- Establish and maintain affordability targets and report performance against those targets for Must Cost, Should Cost and Will Cost
Change Management Establish and manage the Data Access List of all data requirement per contract deliverables
- Chair the Program Change Control Board (PCCB); establish agenda, meeting minutes and manage change documentation
- Maintain program change control processes
Financial Planning
- Develop and maintain Monthly Program contractual financial reporting, Estimate At Completion and Long Range Business Plan reporting data
General Support
- Implement improvements and corrective action actions where needed for effectiveness, efficiency and control
- Provide business decision support analysis and reporting to the program/organization
Knowledge Skills and Abilities:

Requirements:
- Candidates must be able to obtain and maintain DoD security clearance.
- This role requires US Citizenship
- Bachelor’s degree required. Degrees in Business, Org. Development, Project Mgmt., Accounting, Finance preferred
- Minimum of 5-8 years of professional experience pertaining to the skills identified is preferred
- Demonstrated experience in/knowledge of Change Management, Risk Management, Affordability Management, Earned Value Management, Integrated master scheduling, business management
- Proficiency in MS Office Suite of tools
- Demonstrated leadership, critical thinking, innovative behaviors, and the ability to multi-task in a challenging environment
- Experience working & negotiating with cross-functional teams
- Strong written & oral communication skills
