General Statement of Job

Under general supervision, this position performs engineering, project management, and other related assignments. Work involves water and sewer utilities project planning, design, design review, construction administration, distribution and collection systems evaluation, data analysis, and preparing a variety of technical reports and documents. Employee must exercise initiative and independent judgment.

Special Duties & Responsibilities

  • Under direct supervision, serves as project manager and / or field engineer guiding complex water and sanitary sewer utility engineering and construction projects to successful completion.
  • Assists with maintaining utility information in the County's GIS system.
  • Prepares, organizes, and maintains utility system drawings and computer models.
  • Assists with the calibration and operation of the Department's hydraulic distribution and collection systems models.
  • Assists with the development and implementation of distribution and collection system preventative and predictive maintenance programs.
  • Compiles and evaluates data as it relates to distribution and collection systems operations, maintenance, and capacity analysis.
  • Contributes to the Department's remote monitoring, asset, and work management programs, utilizing Cityworks and Trimble Unity to analyze data, create reports, and issue and / or complete various service requests and work orders.
  • Coordinates with other County Departments, and with state and local government agencies for reviews.
  • Coordinates work of consulting engineers, contractors, and operation and maintenance personnel.
  • Participates in the preparation and review of specifications, plans, cost estimates, contracts, and reports.
  • Develops and tracks project budgets and expenditures, including revenues where applicable.
  • Interacts with the public, providing utilities infrastructure maps, performing field investigation work, and supplying any other necessary information to resolve requests.
  • Performs detailed site plan, plat, and as-built reviews in accordance with County Standards.
  • Prepares engineering, permitting, and design standards drawings using AutoCAD.
  • Attends and participates in professional meetings and stays abreast of new trends and innovations in the engineering field.
  • Performs other related duties as required.

Minimum Training & Experience

Bachelor's Degree in Civil Engineering, Environmental Engineering or related field required with related work experience preferred - OR - any equivalent combination of education, experience and / or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. College level course work in hydraulic engineering is preferred.

Possession of a valid driver's license issued by the Commonwealth of Virginia.

Required to complete the OSHA 10-hour Construction Safety and Health Course and receive the course completion certificate within one (1) week of employment.

Experience with ArcGIS software is preferred.

Experience with AutoCAD, or other computer assisted design and drafting software, is preferred.

Experience with Microsoft Office software is required.

Engineer in Training (E.I.T) Certification in the Commonwealth of Virginia is preferred.

Special Requirements

  • Knowledge of modern principles and practices of civil engineering and good engineering decision-making skills.
  • Knowledge of the design, construction, maintenance, and operation of water and sanitary sewer systems is preferred.
  • Basic knowledge of civil engineering principles, practices, and the techniques and equipment involved; physical (hydraulics, mechanics, etc.) and mathematical (trigonometry, calculus, geometry, etc.) sciences and their application to engineering design and construction of water and sewer utilities projects.
  • Basic knowledge of municipal engineering objectives, purposes, methods, and practices.
  • Basic knowledge of federal, state, and local laws, regulations, ordinances, and codes governing municipal utilities construction and design.
  • Knowledge of the principles of organization and administration.
  • Skill in the use of physical and computer assisted engineering and drafting equipment and tools.
  • Ability to utilize and apply engineering mathematics to solve complex problems.
  • Ability to read and interpret construction plans, and engineering specifications.
  • Ability to adapt engineering methods and standards to the design and construction of a variety of facilities.
  • Ability to perform difficult computations and prepare engineering cost estimates.
  • Ability to lay out and supervise engineering projects.
  • Ability to exercise independent judgment and initiative in applying standards to a variety of work situations.
  • Ability to read, comprehend, and prepare moderate to highly technical data, plans, and specifications related to the operation and construction of a water and sewer utility.
  • Ability to read a variety of reports, handbooks, maps, plans, plats, drawings, etc.
  • Ability to prepare correspondence, reports, budgets, technical studies, forms, etc., using prescribed formats.
  • Ability to exercise considerable tact and courtesy in frequent contact with the public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to communicate effectively orally, electronically, and in writing with employees, officials, state agencies, and the public. Includes receiving instructions, assignments, or directions from superiors.
  • Ability to work independently with minimal supervision.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering terminology.
  • Ability to communicate respectfully and professionally. Must be adaptable to perform under stress and when confronted with persons acting under stress.
