JOB TITLE: Specialist - Payroll (Benefits)
REPORT TO: Director - Financial Operations
WAGE/HOUR STATUS: Nonexempt
PAY GRADE: Para 7
PRIMARY PURPOSE:
The Specialist - Payroll (Benefits), under the supervision, of the Director – Financial Operations, ensures accurate processing and reconciliation of employee benefits deductions, timely submission of premiums (payments) to the appropriate carrier and timely communication to employees regarding changes or updates to benefit deductions. In addition, this position will serve as the backup for the Specialist – Payroll (Leaves and Resignations).

QUALIFICATIONS:
Required:
- High School graduate or GED from an accredited institution
- 3 years’ experience in payroll, benefits administration or a related field
Preferred:
- 2 years job-related experience in education
- 2 years working in a payroll department
SPECIAL KNOWLEDGE/SKILLS:
- Skills to operate standard office equipment including use of computer applications;
- Highly accurate calculations and data entry required
- Use English in both written and verbal forms
- Use correct spelling, grammar and punctuation
- Perform basic arithmetic calculations
- Ability to communicate effectively
MAJOR RESPONSIBILITIES AND DUTIES:
- Activate, inactivate and update deductions for employee benefits in E-Finance as provided on the daily Change file report.
- Collect and prepare the deposit for all payments received from employees on Leave of Absence (LOA) status.
- Ensure proper changes or updates, such as refunds, refund inactivation, or prior month’s corrections, are made in a timely manner.
- Receive and research all refund checks to determine if the refund check(s) should be deposited in the District’s bank account or mailed to the employee.
- Coordinate with the Specialist – Payroll (Leaves and Resignations) to ensure that unpaid premiums for benefit are deducted on the employee’s final paycheck and to ensure that employees who are on a repayment agreement plan has fulfilled the repayment agreement obligation before termination or payout
- Maintain the Employee Leave of Absence Log with payment information.
- Prepare and mail notifications to employees who are on LOA status regarding benefits premiums due date; and distribute the notification for end of benefits to the employee if premiums are not paid for 30 days.
- Provide HR Benefits and Leaves team data for employees who received the 30-day notification for premium delinquencies.
- Maintain the Employee Repayment Agreement spreadsheet and update monthly.
- Conduct periodic audits of each benefit deduction to ensure that the deduction amounts are the same as reported in Benefit Solver.
- Assist with reviewing the annual upload file after annual enrollment for accuracy.
- Update the deposit form with current benefit plans as necessary.
- Coordinate and provide cross-training for processing employee benefits deductions.
- Ensure compliance with Board policy CRD as it pertains to the application of employee benefit deductions.
- Assist with resolving discrepancies or reconciliation on monthly invoices and all benefits plans for employee dedications (except annuities)
- Serve as the backup for Leaves and Resignations Specialist as needed.
- Other duties as assigned.
WORKING CONDITIONS:
The usual and customary methods of performing this job require the following: ability to work in a fast-paced, high-intensity work environment efficiently and effectively with frequent interruptions. Job may require prolonged periods of time sitting, reaching and repetitive hand motions; prolonged use of computer. Overtime is required as necessary.
