Job Title: Director of Finance

Reports to: Township Manager
Position Summary
Position is Director of the Township’s Finance Department, involving supervisory, administrative and technical assignments. The incumbent is responsible for the development and implementation of sound financial actions to fulfill the Township fiduciary functions. The Incumbent is responsible for exercising independent judgment and initiatives in fulfilling the responsibilities and success of the finance department. General direction is received from the Township Manager through meetings and policy directives. Assignments are reviewed for the achievement of management objectives.
Duties
- Responsible for the preparation of the annual Township budget.
- Collects and prepares financial data necessary for the construction of the budget.
- Responsible for departmental budget.
- Responsible for the Township accounting, auditing and budget programs.
- Responsible for providing an accounting of all Township purchases.
- Responsible for the establishment and maintenance of the township financial and budget records, as well as preparation of the monthly treasurer’s report and all financial reports.
- Prepares financial reports and statements for federal and state agencies.
- Administers and invests idle Township funds.
- Responsible for a comprehensive risk management insurance program.
- Responsible for establishing and maintaining Township banking relationships.
- Responsible for first level, risk management of his/her department, including safety training, departmental training, and employee evaluation.
- Responsible for supervising, training, scheduling and overall success of departmental employees.
- Responsible for first level, initial response to personnel issues of departmental employees.
- Performs other assignments as required.
Qualifications
Knowledge, Skills and Abilities
- Thorough knowledge of the principles, practices and present-day concepts of public administration.
- Thorough knowledge of fiscal policies and procedures that apply to municipal finance administration.
- Considerable knowledge of supervisory and leadership methods and techniques.
- Considerable knowledge to plan, organize and direct the finance department programs.
- Knowledge and the ability to use computer hardware and software, including word processing, spreadsheets and financial application software.
- Ability to handle sensitive and confidential information in a professional manner.
- Ability to establish and maintain effective relationships with associates, subordinates and the public.
- Ability to regularly report to the job at assigned times and perform assigned duties.
Minimum Acceptable Education and Experience
- Bachelor’s degree in accounting, finance, business administration or related fields.
- Five years’ experience in municipal finance administration.
- Any equivalent combination of acceptable training and experience.
Certificates and Licenses Required
- Valid Pennsylvania driver’s license.
Special Requirements
- Ability to pass physical/medical/drug screening tests.
- Ability to pass background check.
- Psychological test.
Physical Demands and Work Environment
- The work is primarily sedentary in nature but also requires a high degree of mobility.
- The work is generally performed in an office setting but may occasionally involve visits to other Township facilities, professional offices, and institutional facilities.
