GENERAL SUMMARY
Oversees the day-to-day operations and procedures of the Human Resources Department. Assists all Springfield Public Schools' departments and schools with issues related to staff and employment.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Assists the Chief of Human Resources with planning, directing and coordinating department work activities; establishing appropriate service and staffing levels; assigning projects in programmatic areas of responsibility; allocating resources accordingly; reviewing and evaluating work methods and procedures; and, meeting with key staff to provide direction and to identify and resolve problems.
- Manages the district’s hiring process, including but not limited, to recruitment, retention and staffing.
- Supports the school-based leadership in all areas of Human Resources.
- Supervises select human resources staff.
- Collaborates with district administrators and stakeholders with human resources related matters.
- Assists principals and administrators with recruiting and hiring staff, progressive discipline, licensure compliance, employee and labor relations, and employment/service verification.
- Works with Unit A (Teacher) representatives to resolve complaints and matters related to personnel management when requested to do so by the employee directly concerned or the Principal/Administrator.
- Directs the salary advancement and critical need increases for Unit A (Teacher) and oversees Unit A (Teacher) stipends including, but not limited to; Department Chairs, Test Coordinators, Head Teachers, and extracurricular activities.
- Manages all non-renewals, lay-offs and recalls of staff and works with administrators to determine Reductions-in Force and reassignment of staff as necessary.
- Exercises a high degree of responsibility with respect to the Human Resources departmental budget.
- Oversees federal and state reporting requirements, including the EPIMS report that is submitted to the Massachusetts Department of Elementary and Secondary Education (DESE).
- Works with district administrators to ensure compliance concerning the educator and administrator evaluation process.
- Oversees the dissemination of Human Resource related employee notifications.
- Completes special projects and may oversee special projects assigned to the Human Resources Department as assigned by the Chief of Human Resources.
- Serves as a member of various district committees as assigned by the Chief of Human Resources.

- Maintains a high level of competency in the field of education and human resources, remaining current in issues related to areas of responsibility.
- Performs related duties of a similar nature and level as assigned.
MINIMUM JOB QUALIFICATIONS
Education and Experience
Master’s Degree and at least five years experience in work where the major duties are leadership, including school building and central office administrative experience, or any combination of experience and training that provides the required knowledge, skills, and abilities.
Appropriate education substitutions can be made.
Demonstrated experience with Human Resources policies and procedures preferably in a public educational setting; including knowledge and experience in contract compliance and management, labor relations, grievance procedures and progressive discipline.
Demonstrated experience in recruitment, hiring and retention of staff; and experience in staffing based on formulated allocation and position control.
