DESCRIPTION :
The Business Information Systems Manger holds a leadership and management role in the Office of Information Technology and Accountability (OITA) and reports to the Chief Information Officer. As an enterprise applications leader, the Business Information Systems Manager is responsible for the deployment of applications, processes, and procedures that deliver value to the Springfield Public Schools. Overseeing the Business Information Systems (BIS) team, the Business Information Systems Manager is driver of operational efficiency and effectiveness with a strong focus on data quality and governance helping SPS achieve and maintain a stable and responsive portfolio of applications including those that augment the capabilities of its core systems.
Duties and Responsibilities :
1. Lead, mentor and develop a high-performance team, fostering a supportive culture of innovation, excellence and ongoing improvement.
2. Align priorities and coordinate resources to the strategic goals and objectives of OITA.
3. Oversee the management of a portfolio of applications, ensuring current and future business requirements are met.
4. Optimize data integrity, operational efficiency and business outcome delivery.
5. Implement best practices for application life cycle management, including development, deployment, maintenance and support.
6. Identify opportunities for innovation and improvement, while overseeing ongoing implementation of multiple, overlapping initiatives.
7. Identify opportunities for application modernization, integration, automation and consolidation.
8. Carry out buy-build-customize analyses and develop plans to operationalize the results.
9. Ensure the availability of documentation, knowledgebase, and training materials.
10. Coordinating reports and data deliverables for audits and reporting requirements.
11. Manage vendor relationships and associated contracts.
12. Any other duties assigned by CIO or Superintendent of Schools.
Qualifications :
1. Bachelors degree required. Masters degree or MBA preferred.
2. Seven or more years of proven industry experience, experience in the public sector preferred.
3. Proven track record of leading digital transformation initiatives and implementing IT projects.
4. Strong project management skills, including experience with agile methodologies and change management.
5. Demonstrated experience managing an information technology team.
6. Ability to collaborate with cross-functional teams to align applications with business needs.
7. Readiness to lead, inspire, and develop innovative teams encouraging a positive and supportive working environment and culture.
8. Experience implementing data governance initiatives and supporting data and analytics strategy.
9. Experience with enterprise ERP applications, experience with Tyler / MUNIS is preferred.
10. Experience with modern D&A software, experience with Microsoft Power BI is preferred.
11. Excellent analytical and problem-solving abilities
12. Ability to collaborate with other executives, stakeholders and teams across the organization, and to influence people to achieve common goals.
13. Ability to effectively communicate with various stakeholders including IT leadership, District leadership, school administrators and staff.
14. Adept at effectively managing multiple priorities in a high-demand environment.
