Job Details
We are seeking an LRP Program Director to work closely with the Systems Integrator and NYCERS' LRP Delivery Lead to align people, processes, and technology, ensuring the successful achievement of Program goals.
The ideal candidate will:
- Oversee daily Program activities, managing a team of 100 project members.
- Engage and collaborate with all Program stakeholders, ensuring they are well-prepared and supported through changes.
- Ensure timely and effective communication of Program information.
- Work with the Systems Integrator to plan, execute, monitor, and close Program activities while adhering to timelines, budgets, quality standards, and stakeholder expectations.
Responsibilities:
- Interact with and provide direct instructions to EPMO staff supporting LRP to ensure alignment with all planning and execution activities, fostering a collaborative and high-performing environment while addressing skill gaps through learning and development opportunities.
- Uphold critical paths to achieve program goals and collaborate with NYCERS QA Vendor to ensure alignment with tasks and duration.
- Ensure the Program governance structures for oversight, feedback, and decision-making are effective, including:
- Chairing the LRP Steering Committee
- Defining the roles and responsibilities of governance bodies, such as Steering Committees, advisory boards, and working groups
- Creating a decision-making structure that promotes accountability, engagement, and oversight
- Serve as the main point of contact for stakeholders, providing updates and collecting feedback.
- Resolve conflicts or challenges that arise throughout Program execution.
- Oversee project risks and issues, working with the team to address challenges such as organizational change, technical difficulties, and data migration issues.
- Regularly report on program status, risks, and issues to key stakeholders, executive leadership, and the NYCERS Board of Trustees.
- Ensure ongoing improvement by assessing program outcomes, capturing lessons learned, and applying them forward.
- Manage vendor relationships to ensure quality deliverables and compliance with project scope and timelines.
- Collaborate with Program Leads to develop and execute organizational change management strategies that support user adoption of new systems and processes, as well as NYCERS operational transition.
- Work directly with the Systems Integrator to implement the strategic vision for the Program, focusing on clear business outcomes, ensuring alignment with organizational goals, successfully managing stakeholder expectations, and supporting people through the changes.
- Engage with the LRP Sponsor on all matters impacting the project, including scope, budget, risk, and resource management.
Mandatory Skills/Experience:
- Bachelor's or master's degree in business administration, Information Technology, Project Management or a related field is preferred
- PgMP Certified or Certified Project Manager
- At least 5 years of prior experience with large-scale legacy replacement projects involving multiple third-party vendors and large data conversion
- At least 10 years of proven software implementation experience as a senior program or project management leader
- Prior experience interfacing with executives including delivering presentations
- Strong leadership and interpersonal skills, with the ability to manage/engage key stakeholders and cross-functional teams
- Remarkable collaborator who communicates well, both written and verbally, with the ability to convey complex information clearly to different audiences
- Experience with software development life cycle and application release management required
Desirable Skills/Experience:
- Experience with Organizational Change Management methodologies and tools is desirable - maybe make this required
- Ability to establish goals and set clear expectations, prioritize activities and lead team to completion
- Ability to manage multiple priorities of varying complexities, stages, and deadlines without compromising excellence and accuracy
- Ability to work both independently and as part of a team
- Strong meeting/workshop facilitation skills
