Classification Specification

HOUSING & REDEVELOPMENT COORDINATOR

Purpose of Classification:

The purpose of this grant funded position is to provide management oversight for three programs within the Housing & Redevelopment Authority. The programs are:

The Housing Choice Voucher Program (HCV)

The Community Service Block Grant (CSBG)

The Low Income Heating & Energy Assistance Program (LIHEAP)

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

HCV – The duties of the Coordinator is to work closely with the U.S. Department of Housing and Urban Development (HUD) on both local and national levels. The position is responsible for the quarterly and annual financial accounting for the HCV Program, updating financial information within the FAS system, monthly & annual reporting for HUD with respect to budgets, financial information, and oversight of occupancy reports that are prepared by the HCV Program Manager.

The Coordinator is responsible for the oversight of monthly reporting via the Voucher Management System (VMS), overseeing the maintenance of tenant and landlord files to ensure compliance with all relevant HUD requirements, monitoring landlord / participant complaints and PIH notices that are handled by the HCV Program Manager. The Coordinator will manage the “End of Participation” requests with the Legal Department, and will review failed inspections with the HCV Program Manager. He/She will also monitor for completion, the monthly HAP close out in Housing Pro.

CSBG – The Coordinator will manage the functions of the CSBG Program Director, ensuring that the grant is updated on an annual basis to maintain current and compliant submissions to ensure continued funding. The Coordinator is responsible for maintaining the annual, quarterly and detailed weekly reporting for transportation services, utilities, rental and tuition assistance, as well as, for program tracking and budget maintenance in the Cap 60 software application.

LIHEAP – The Coordinator manages the functions of the LIHEAP Program Director, to ensure that the heating and energy assistance funds allocated to St. Bernard Parish, are properly disbursed in accordance with the grant’s requirements.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Bachelor’s Degree in one of the following disciplines: Business Administration, Public Administration, Urban Affairs, City Planning, Accounting, Sociology, Psychology, or other relevant training and experience. Three to five years of management experience in public housing, Section 8, tax credit housing, assisted apartment management, or local government housing work (e.g. code enforcement, planning, and community development).

Job Competencies – Knowledge of HUD policies, and other Federal, state and local laws, rules and regulations related to low income housing and St. Bernard Parish Housing & Redevelopment policies; Knowledge of good public policy practices and procedures, business English and basic mathematics. Knowledge of spoken and written Spanish preferred by not required; Comprehensive and demonstrable knowledge of HUD Occupancy procedures/HCV policies and procedures in accordance with 24CFR; Certification in HCV Occupancy, Income, Rent Executive Management, HQS, Financial Management, LIHEAP & Cap 60 certification is required within first year of employment; Valid Driver’s license.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

ADA Compliance:

Physical Ability: Ability to operate a variety of automated office machines including computers and peripheral equipment.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
