JOB OVERVIEW: This position is responsible for providing technical product application and database support for various County departments as well as serving as the Subject Matter Expert for those departments and their applications. Accountable for troubleshooting complex software applications issues quickly and successfully and maintaining and upgrading assigned software applications.
RESPONSIBILITIES:
- Participates in the planning, design, implementation, support, and maintenance of applications.
- Monitors performance of various applications.
- Serves as Subject Matter Expert for application customer base
- Diagnoses and resolves user problems and educates users on resolutions
- Interacts with Information Systems and 3rd party vendors to raise and resolve issues and deploy solutions
- Engages appropriate resources to resolve technical issues and updates customers on progress toward resolution
- Escalates issues to management when necessary
- Effectively communicates expectations and status to customers, vendors, and management in a clear and timely fashion
- Participates in projects to ensure successful implementation or upgrades of applications utilizing skills in project management, change management, documentation, and customer service
- Develops and documents standard operation procedures for various processes and update existing documentation as required
- Ensures end-user needs are met with consistently high quality of services provided
- Fully documents each customer issue and resolution; updates IS knowledge library
- Documents procedures for various duties and updates existing documentation
- Performs scripting, testing, debugging, and installation activities as necessary
- Relies on established guidelines and instructions to perform daily job functions and make process improvement
- Works collaboratively with multiple customers, users, and IS stakeholders as it relates to application delivery, support, and problem management
- Possesses technical expertise to support an assigned application but may be called upon to assist with multiple applications
- Supports the Project Management activities required to deliver valuable, relevant solutions. Represents and leads application support at meetings
- Participates in the development of project schedules, requirements, test plans, and timelines
- Participates in the QA process of new releases, patches, and hot fixes of the software
- Aptitude to assure efficient, effective, and consistent delivery of high-quality services that are in line with St. Charles County Information Systems values and goals
- Performs technical duties such as product installation, system configuration, form and table editing and writing or executing SQL queries
- Ability to prioritize issues, tasks, and projects within the team and individually; also adjust accordingly as situations change
- Performs other duties as assigned

REQUIREMENTS:
Education:
- Bachelor’s Degree in Information Technology or related field
- An equivalent combination of education, training, and experience may be considered.
Experience:
- Minimum two (2) years’ experience in application support and delivery or equivalent
Knowledge, Skills, and Abilities:
- Strong interpersonal and communications skills. Sound judgment in problem solving, critical analysis, and customer relationships
- Self-starter with a strong desire for achievement and who can demonstrate the ability to lead a team while being an excellent team player
- Work experience with SQL server in a Windows environment
- Experience with Microsoft Office suite including VISIO
- Report writing required - querying experience is a plus
- Ability to work independently on multiple projects against deadlines
- Ability to rapidly learn and take advantage of new concepts, business models, and technologies
- Experience with handling customer and other third-party vendors effectively
- Adaptability, flexibility, approachability, and a willingness to work with others in a collaborative team environment
- Aptitude to learn new software and systems
- Knowledge of ServiceNow preferred
- Excellent organizational skills and attention to detail.
- Strong time-management skills and multitasking ability.
- Working knowledge of general office equipment.
- Strong verbal and written communication skills.
- Working remotely is an option.
