Business Technology Analyst III - IS Dept

JOB DESCRIPTION: The purpose of this position is to lead the planning, design, security hardening and execution of operational infrastructure systems in support of core organizational functions. This position will apply experienced technology leadership, to help align tools and procedures to cyber security and system administration best practices and design and develop our infrastructure to maximize the benefit of IT systems investments. This position will also serve as a technical lead in Major Incident and Security Event/Incident response as needed to resolve critical systems issues.

  • Leads practices related to the availability and performance of all infrastructure service categories including-servers, networks, storage, backup, VOIP and other systems as designated.
  • Leads practices related to the monitoring and management of all infrastructure service categories including-servers, networks, storage, backup, VOIP and other systems as designated.
  • Leads practices for cybersecurity tools and processes related to end point detection, network protections, system vulnerability management, security event monitoring/response, and secure identity/authentication practices.
  • Performs daily systems/network/security monitoring as needed.
  • Performs security hardening and configuration as needed.
  • Technical lead for escalations in major incident and security event response.
  • Collaborates with managed security services provider and responds to alerts as needed.
  • Participates in team on call rotation and maintenance schedules.
  • Participates in cybersecurity policy development and assessments as needed.
  • Create/Manage virtual machines, restore as needed, investigate, and resolve issues proactively.
  • Create/Manage backup, restore as needed, address failures, investigate and resolve issues proactively.
  • Design and deploy networks devices for adequate availability, capacity, and security.
  • Troubleshoot network devices and connectivity issues within a LAN/WAN site.
  • Promote design concepts for high availability and redundant system design.
  • Align systems to product and manufacturer best practices.
  • Manage clustered storage volumes, performing maintenance and expanding when needed.
  • Perform system maintenance tasks (firmware upgrades, patching, disk space, restarts).
  • Responsible for deployment project tasks for IT projects of high complexity.

  • Provides technical mentoring and guidance to other IS staff as needed.
  • Responsible for configuration, design drawings, and systems documentation.
  • Works with hardware vendors, circuit providers and other external partners to resolve issues.
  • Evaluates capacity and utilization for all networks and systems.
  • Conducts solution review for new applications to determine fit with current platform and support practices.
  • Draft proposals for improvements to system availability, system performance, monitoring systems, IP address management, identity and authentication.
  • Automates repetitive maintenance tasks using PowerShell or other automation tools wherever possible.
  • Leads annual device inventory and support/warranty review.
  • Leads device lifecycle replacements.
  • Organizes vendor issues by category of service and highlights patterns of non-performance or identifies needed improvement in service level/feature set.
  • Draft proposals for improvements to system availability and cybersecurity across all service categories.
  • Obtains quotes from vendors to accompany proposals for service category improvements.
  • Review proposals from other team members for improvements to system availability and performance.
  • Investigates and evaluates emerging infrastructure trends and concepts and contributes to county’s technology road map for device lifecycle, maintains awareness of existing platform end of life and vendor product road maps.
  • Leads vendor relationship management with hardware, circuit providers and other vendors. Establishes relationships with new vendors as needed.
  • Participates in setting strategic objectives and budgets at the team and project level.
  • Responsible for project management of infrastructure and technology projects.

REQUIREMENTS:

Education

  • Bachelor’s degree in MIS, CS, or related field or equivalent experience required.
  • Master’s degree in MIS, CS, or related field or equivalent experience preferred.

Job Experience

  • 5 or more years of experience in the design, development/selection and implementation of software and hardware solutions, systems, or products.
  • 3 or more related certifications or equivalent experience preferred

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of network and Server systems administration, including: Microsoft Server, Aruba AOS-CX, HPE, PaloAlto Networks PAN OS, Hyper-V/VMWare Administration.
  • Comprehensive knowledge of support and configuration of: Active Directory On-Prem, ADFS AzureAD, O365, Certificates/Trusts, DHCP, DNS, VPNs, ClearPass Network Access Control, Mobility Master wireless controllers.
  • Comprehensive knowledge of Barracuda enterprise storage and backup solutions.
  • Experience supporting and configuring various server roles, including Web, File, Application, FTP/SFTP and Database.
  • Comprehensive knowledge of current network hardware, protocols, and standards.
  • Comprehensive knowledge of ITIL and ITSM.
  • Understand Design Drawings and System Specifications for Networks and Systems
  • Understands support and design concepts of IP Address Mgmt., DNS, DHCP, Domain Controllers and Active Directory.
  • Understands concepts and manages Wide Area Network capability including routing, site uplinks, trunk ports, Link Aggregation, Tunneling, VPN mgmt., etc.
  • Understands support and design concepts and manages core datacenter switching
  • Understands support and design concepts of VOIP systems
  • Understand support and design concepts of Wireless networking
  • Proven project management and technical leadership skills.
  • Ability to conduct research into systems issues and products independently as required.
  • Highly self-motivated and directed.
  • Ability to take direction, communicate and work in a team-oriented environment.
  • Proven analytical and problem-solving abilities.
  • Relevant server and network management certifications.
  • System Administration experience using PowerShell and other CLIs.
  • Occasional evening and weekend work to meet deadlines.
