Position Title: HIV Program Manager Pay Grade: M-2 FSLA: ExemptDivision: Infectious Disease Prevention Union Status: Non-unionPOSITION SUMMARYWith minimal direction and supervision, manages the provision of HIV related medical and supportive services provided to eligible clients served by the St. Clair County Health Department. Assesses barriers to service delivery and implements program improvement plans including staff training. Provides oversight of direct service staff, ensuring compliance with program policy and procedures. Participates on statewide, regional, and local HIV/AIDS planning and quality improvement bodies. SUPERVISION EXERCISEDProvides supervision to direct service staff assigned to the HIV Programs, including Program Coordinators, Case Managers, HIV prevention staff, and other workers as assigned. SUPERVISION RECEIVEDThe position is mostly self-directed with minimal supervision by the Director of Infectious Disease Prevention. HIV Program Managers set priorities and objectives for HIV programming in collaboration with the Director of Infectious Disease Prevention.

EXAMPLE OF DUTIES
ESSENTIAL FUNCTIONSThrough oversight of direct service delivery, ensures a continuum of comprehensive health and support services are available for persons living with HIV/AIDS, while complying with all state, regional, local, and federal reporting requirements.Interprets, creates, revises, and effectively communicates policy and procedures to direct service staff via training, ongoing support, and corrective action when warranted. Provides ongoing supervision and case conferencing for staff, including chart reviews, caseload monitoring, crisis intervention, workload support as well as ensuring staff compliance with quality assurance/ improvement initiatives.Receives, investigates, and responds to grievances received from clients enrolled in services at St. Clair County Health Department. Assesses direct service programming while identifying barriers to program delivery and implementing plans to improve access to core and supportive service, medical retention, and treatment adherence.This description is intended to indicate the kinds of tasks and levels of difficulty that will be required of positions that will be given this title and shall not be construed as declaring what the specific duties and responsibilities of any particular position shall be. SUPPLEMENTAL INFORMATION
ESSENTIAL PHYSICAL/COGNITIVE ABILITIES• The ability to sit, flex, stand, reach, and bend.• The physical strength to lift, carry, and transport materials/equipment equivalent to thirty (30) pounds.• Visual acuity, auditory ability, and clear written and verbal communication ability.• Manual dexterity and the ability for data input into various computer programs.• The ability to maintain professional behavior at all times.SPECIAL REQUIREMENTS• Must reside within St. Clair County, IL or be willing to relocate to St. Clair County within six (6) months from hire date. • The ability to work necessary hours to meet the position requirements including evenings and/or weekends as assigned.• May require provision of services at off-site locations.• A valid Driver's License.• A dependable automobile for use in position. • Auto insurance in effect with at least the minimum limits of liability as outlined and required by the state of Illinois. • Adherence to all local, state and federal regulations pertaining to OSHA guidelines.• Health Department employees: o Are required to have a TB test upon hire and separation of employment.o Must be current on CDC Healthcare Personnel Vaccine Recommendations, which include Hepatitis B, MMR (Measles, Mumps Rubella), Td/Tdap (Tetanus/Diphtheria/Pertussis), Varicella (chickenpox) and Meningococcal if over 65. Influenza and COVID vaccines are recommended and encouraged, but not required at this time and maybe subject to change.• All employees must adhere to the St. Clair County Personnel Code.• Position contingent upon continued grant funding.
