POSITION SUMMARY :

This Engineer plays a key role in the Highway Department by providing expert engineering services and oversight for road, bridge, and infrastructure projects. This position leads the engineering division, manages local bridge inspections and improvement programs, reviews development plans, supervises construction activities, and ensures compliance with relevant standards and regulations. Additionally, the role involves staff management, budget preparation, collaboration with various stakeholders, and providing technical guidance for County infrastructure needs. Work is conducted under the general supervision of the Highway Commissioner, balancing office-based planning and field-based project supervision.

ESSENTIAL FUNCTIONS :

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Directs the work of and manages subordinate staff. Participates in the selection of new employees. Provides training and instructions and ongoing training needs.
  • Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching / counseling. Recommends employee transfers, promotions, disciplinary action, and discharge.
  • Provides leadership and management to all assigned staff.
  • Identifies engineering staff development needs.
  • Develops and recommends annual division budget to the Commissioner; forecast necessary funding for staff, equipment, material, and capital improvement plans.
  • Monitors budget throughout the year.
  • Prepare plans and specifications for improvements on County Highways in accordance with State, Local and Federal standards.
  • Supervises construction activities to ensure compliance with plans and specifications.
  • Manages the Federal Bridge Inspection Program for county and local roads. Performs inspections within the County in accordance with the Wisconsin rating system and National Bridge Inspection Standards.
  • Designs and provides construction supervision for improvements on local town roads as requested. Assists other County Departments with engineering needs.
  • Performs hydraulic and structural calculations and designs appropriate drainage structures on county and local roads.
  • Administers the Local Road Improvement Program for the County and assists other local municipalities in the Municipal and Town Road Improvement Programs as necessary.
  • Administers county highway access (driveway) permit program. Assists with utility accommodations within the right-of-way.
  • Manages highway right of way needs for highway improvement projects and manages right of way acquisition process as necessary.
  • Respond to private citizens and elected official questions on a wide variety of questions regarding roads, bridges, maintenance and construction projects.
  • Prepare all applications and permits for the Wisconsin Department of Transportation, Wisconsin DNR, U.S. Corp of Engineers and any other approval / permit authority needed.
  • Provides professional engineering plan review and construction inspection for the Community Development Department on subdivision road projects.
  • Administers and provides design engineering cost estimates and communicates with Town officials on the Statutory County Aid Drainage Structure Program.
  • Analyzes roads and prepare cost estimates and alternative solutions to assist the Highway Commissioner in the preparation of the annual budget and 6-year plan.
  • Coordinates and reviews contracted engineering services plans.
  • Prepares bidding documents and provides construction supervision on contracted construction projects.
  • Attends County, town and committee meetings as necessary.
  • Provides design engineering, cost estimates and filing on the state required County Aid drainage structure program.
  • Provides professional guidance and design in establishing priorities in maintenance and construction program design, ensuring the pavement markings, road signage and utility installations are in accordance with local, state and federal requirements.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of modern principles and practices of civil engineering, including design, construction, maintenance, and cost estimating for road and highway projects.
  • Knowledge of hydraulic and structural design principles and their application to road and drainage structures.
  • Knowledge of applicable Federal, State, and local regulations and standards, including National Bridge Inspection Standards.
  • Knowledge of land and engineering survey systems, methods and techniques.
  • Skill in preparing accurate technical reports, engineering computations, plans and specifications.
  • Knowledge of and ability to effectively utilize the principles of strategic and long- and short-range planning.
  • Knowledge of management and supervisory practices & principles, including employee selection, training, goal development, work assignment, performance evaluation, and discipline.
  • Skill in analyzing complex administrative and technical problems, evaluating alternatives, and recommending and implementing effective solutions.
  • Ability to research, analyze, and interpret technical information and apply it to practical solutions.
  • Ability to plan, develop, implement, and evaluate projects and programs in alignment with organizational goals.
  • Ability to communicate effectively and professionally with staff, the public, and elected officials.
  • Ability to work effectively under minimal supervision, meet deadlines, and maintain confidentiality.
  • Ability to prioritize and manage multiple tasks, adapting to changing priorities as needed.
  • Proficiency in the use of relevant software, engineering tools, and standard office equipment.
  • Ability to maintain a high level of accuracy and attention to detail in all work performed.
  • Knowledge of County policies, procedures and departmental programs.
  • Knowledge of local government organization and its departmental operating requirements.
  • Ability to work the allocated hours of the position.

  • Proficiency in workplace English, including proper spelling and grammar.
  • Ability to read and interpret technical documents, safety manuals, engineering plans, maps, policies, and procedures.
  • Ability to write clear, concise reports, correspondence, and technical documentation.
  • MATHEMATICAL SKILLS

  • Proficiency in performing complex mathematical calculations, including hydraulic and structural computations.
  • Ability to prepare, monitor, analyze, and recommend budgets, including line-item budgeting and cost estimation for projects.

    PHYSICAL REQUIREMENTS

  • This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires speaking or hearing, using hands for repetitive motions and occasionally requires walking, stooping, kneeling, crouching and reaching with hands and arms.
  • Work has standard vision requirements.

  • Duties are performed daily both indoors and outdoors, often under varying weather conditions, and may include working in proximity to heavy construction equipment, high-speed traffic, culverts, bridges, steep slopes, streams, and wetlands.

  • Work is primarily in an office setting but may also be in the field.
  • MINIMUM QUALIFICATIONS :

    EDUCATION AND / OR EXPERIENCE REQUIREMENTS

    Senior Engineer

  • Bachelor's degree in civil engineering or related engineering field.
  • Minimum of one year experience working with engineering transportation design, construction required.
  • Must be actively working toward Professional Engineer (PE) licensure.
  • Safety Inspection of Bridges Certification, must be obtained within one year of hire.
  • County Engineer

  • Bachelor's degree in civil engineering or related engineering field.
  • Three years' experience working with engineering transportation design, construction required.
  • Previous supervisory experience preferred.
  • Professional Engineer Registration with the State of Wisconsin required. Professional Engineer Registration from another state may be substituted if Wisconsin registration is obtained within one year of hire.
  • Safety Inspection of Bridges Certification, must be obtained within one year of hire.

    County Engineer Expected Salary Range : $94,411 - $131,539 / year
