What are the responsibilities and job description for the Adoption Program Manager position at St. Elizabeth Catholic Charities?
PRIMARY FUNCTION
The Adoption Program Manager is responsible for all operational components of the Adoption program. This includes client satisfaction, compliance to all state regulations, COA compliance and the supervision and safety of the Adoption staff.
MAJOR RESPONSIBILITIES AND REGULAR ACTIVITIES
1. Oversee the day-to-day functioning of the adoption program including supervision and training of Adoption Specialist and Contract Workers.
2. Manage all aspects of the Adoption Program, which includes:
a. Pre-adoption - interview prospective adoptive parents (APS), conduct pre-adoption preparation and training, assist with profile development, identify APS preferences, grief and loss counseling; provide emotional support and advocacy; conduct home studies and provide support groups.
b. Matching - discuss case risks with the birth parent attorney, obtain birth mother medical records and proof of pregnancy, make sure necessary paperwork is complete prior to matching, present birth parent information to APS making sure aware of risks, coordinate with the birth parent advocate, provide guidance before APS meet the birth parent(s), provide risk letters to the adoptive parents on the case they accepted and supply emotional support and case coordination throughout the hospital experience.
c. Post-Placement – ensure the infant has medical coverage, medical care, child care and post placement requirements; assist the family with adjustment issues, post adoption depression and infant care needs; coordinate with legal to ensure all paperwork and necessary aspects are met to terminate parental rights; coordinate with birth parent advocate to ensure birthparents needs are met by the adoptive parents; supervise the case; manage disruption should it occur or follow the case until finalization.
3. Monitor changes in the COA Adoption Program standards and initiate any required changes. Drives the continuous improvement efforts for the Adoption program. Responsible for all PQI metric tracking and reporting.
4. Responsible for the Adoption program budget including both revenues and expenses. Provides information for Accounting to bill for services provided by all in the adoption program.
5. Ensure relationships with community partnerships are established and maintained.
6. Markets the adoption program at community events; churches; local organizations; etc.
7. Participate in staff meetings; quality assurance meetings; marketing meetings and finance meetings.
8. Supervise the scheduling, preparation, writing, and final update of home studies for prospective APS. Also supervise staff who do this work with independent adoptions, interstate adoptions and international adoptions.
9. Develop training materials, conduct adoptive parent trainings, and oversee APS progress in completing their training requirements.
10. Facilitate monthly support groups and coordinate social events for APS.
11. Completes intakes and inquiries from birthmothers and adoptive parents.
12. Coordinate with ICPC, other agencies, attorneys and all professionals as needed, for interstate, adoptions.
13. Respond to hospital social workers when a need exists for an immediate adoption placement.
14. Carry out other duties as assigned by Social Services Director.
SKILLS, KNOWLEDGE, AND/OR ABILITIES
1. Excellent counseling and communication skills.
2. Ability to coordinate program elements with state regulations.
3. Capacity to manage a flexible work schedule.
EDUCATION, TRAINING AND/OR EXPERIENCE
1. A master's degree from a recognized school of social work or a related field and at least one (1) year of supervised paid casework experience with a licensed child placing agency or with the department.

2. A bachelor’s degree from a recognized school of social work or related field and at least one (1) year of graduate training in social work, counseling, or a related human service area of study and at least three (3) years of supervised paid casework experience with a licensed child placing agency or with the department.
