Primary Purpose
The Emergency Preparedness Planner will be a civilian position that is to be a representative of the SJSO that
will develop partnerships and liaison with all County, State and Federal agencies to develop and improve
disaster plans and response to unusual or emergency incidents. The Emergency Preparedness Planner position
will ensure SJSO remains in a state of operational readiness by appropriately planning, developing partnerships
with other agencies, ensuring all SJSO equipment remains operational and needed equipment is identified for
potential procurement during events. The Emergency Preparedness Planner position will improve readiness
plans and coordination among all SJSO divisions and special teams.
Education and Qualification Requirements
• High School Diploma
• Bachelor’s Degree in related field
• Valid Florida Driver License
• Type 25 WPM accurately
• Familiarity of SJSO Policy and Procedures
• Good understanding of Incident Command System
Duties
• Assist Incident Commander with planning all events with coordinating SJSO response
• Serve as Planning or Logistics Section Chief during any ICS mission
• Act in any capacity at the discretion of the Incident Commander
• Develop training for IMT for deployment during large scale incidents
• Attend all SJSO IMT Training while being an active member of the team
• Develop SJSO Disaster Response Plans and ETD manual and review all plans annually
• Compose contracts for pre-identified resources that will give SJSO first right of refusal for procurement
during major incidents
• Develop good working relationships with St. Johns County Emergency Management, St. Johns County
Fire Rescue, St. Johns County Permitting, St. Johns County, Regional IMT Teams and all other county
and state offices which may be called upon during a major incident or disaster.
• Attend all required meetings with regional Emergency Management partners and represent SJSO
interests
• Assist SJSO Corrections personnel with developing a plan for jail evacuation to other facilities
• Identify resources outside of SJSO and keep active log with location and point of contact for
procurement.
• Correlate with each Special Team Lieutenant to ensure monthly reviews are conducted of all equipment
to ensure operational readiness
• Prepare plan with SJSO Finance for all needs during a major event
• Coordinate with SJSO Fleet to ensure operational readiness of Fleet equipment
• Design a strategic and unified plan for all large scale missions of the SJSO using the ICS structure
• Provide guidance to SJSO personnel regarding completion of necessary ICS forms
• Act as liaison with other agencies
• Provide/receive feedback
• Attend annual training and maintain required qualifications and certifications
• Attend training specific to job assignment including EM, ICS, IMT
• Other duties as assigned
