POSITION OVERVIEW
The Director of Program Administration at St. Louis Development Corporation (SLDC) is a key leadership role responsible for overseeing and managing the administration of federal, state, and local grant-funded programs, including Community Development Block Grants (CDBG) and American Rescue Plan Act (ARPA) funding. This position ensures that program initiatives align with SLDCs mission to foster economic development, enhance community growth, and improve the quality of life in St. Louis.
RESPONSIBILITIES AND SCOPE
- Lead the planning, administration, and oversight of federal, state, and local grant programs, particularly those funded through CDBG, ARPA, and other federal resources.
- Collaborate with SLDC leadership and stakeholders to develop program objectives, timelines, and performance metrics.
- Lead, manage, and develop team of support personnel, including contractors.
- Foster a collaborative, inclusive work environment that aligns with SLDCs values and promotes accountability, innovation, and excellence.

WHAT QUALIFIES YOU
The ideal candidate for this position would likely have extensive experience in program development and program administration, ideally in the context of economic development or related fields such as business or government. They would also have strong leadership skills, excellent communication abilities, and the ability to manage multiple priorities and stakeholders in a fast-paced, dynamic environment.
EXPERIENCE AND EDUCATION
- Bachelors degree in Public Administration, Business, Urban Planning, Finance, or a related field, or equivalent educational and work experience (Masters degree preferred).
- At least 7 years of experience in program administration, federal grant management, or a related area, with experience in CDBG, ARPA, or similar federal funding programs.
- Knowledge of federal grant compliance.
- Excellent communication, analytical, and organizational skills.
- Demonstrated ability to build relationships with diverse stakeholders, including community members, government agencies, and non-profits.
KNOWLEDGE/SKILLS/ABILITIES
- Proficient in Microsoft Office Suite with strong skills in Word, Excel, and OneDrive/SharePoint. Database management experience helpful.
- Proficient in Google Workplace.
- Excellent written and oral communication skills.
- Critical thinker with the ability to define problems and identify and execute timely solutions.
POSITION TYPE/EXPECTED HOURS OF WORK
This a full-time, exempt position with health benefits and paid-time-off. While our traditional work hours are from 9:00 am to 5:00 pm, SLDC provides a flexible/hybrid work environment of both onsite and offsite work and follows a customized work schedule of 40-hours per week for full-time employees. Evening and weekend work is required as job duties demand.
