What are the responsibilities and job description for the Procurement Specialist position at St. Mary's County Metropolitan Commission?
Job Summary:
Provides clerical and fiscal support to the Purchasing Agent and Department of Fiscal Services. Position reports to the Procurement Agent.
Essential Functions:
- Reviews electronic purchase requisitions and requests from all departments and revises as necessary, reviews and ensures proper supporting documentation has been attached and submitted; ensures necessary electronic approvals; converts requisitions to purchase orders and places orders
- Manages all aspects of the uniform rental program and uniform purchases to include bulk purchases, uniforms rentals, boots and issuance of items to MetCom personnel
- Verifies purchase orders are in compliance with Procurement Policy and documented accurately
- Researches, analyzes, prioritizes, and evaluates needs for requested goods, supplies, and services, and for economies
- Maintains vendor files and contacts, and catalogs
- Maintains electronic documentation of sole/single source vendors;
- Notifies departments of the status of requisitions, purchase orders and deliveries
- Maintains electronic purchase requisition and purchase order files and reports to ensure timely processing
- Researches invoices, deliveries, resolves disputes and discrepancies for purchase orders to ensure timely submission to accounts payable
- Manages wireless devices account; including cellular phones, wireless devices, products, and services procurement and distribution in coordination with Facilities and IT staff, and generates reports to monitor usage and expenses
- Coordinates approved overnight travel request for all staff
- Reviews, analyzes, manages, and prepares cost projections for all service and commodity contracts
- Provides support to Purchasing and Fiscal staff

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.):
- Ability to gain working knowledge of St. Mary’s County Metropolitan Commission policies and procedures
- Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public
- Knowledge of relevant government purchasing and basic accounting principles
- Ability to effectively communicate with other staff members and vendors
- Ability to prepare and maintain accurate records
- Ability to operate relevant computer systems, including hardware and software, and office machines
- Ability to maintain high ethical standards as outlined by the National Institute of Governmental Purchasing (NIGP)
Training and/or Education:
High school diploma or G.E.D. and two or more years of job-related experience

Or equivalent technical training, education, and/or experience
