Senior Healthcare Program Specialist – Quality Oversight - Albany, NY

This role has a 50% onsite work component.
Summary:
This individual will assist senior staff in the New York State Department of Health, Division of Health Plan Contracting and Oversight (DHPCO) in implementing and evaluating health reform initiatives with a primary focus on quality oversight of Managed Long Term Care plans.
Specific duties include:
Assist senior managers in the DHPCO with a broad range of planning, implementation, reporting evaluation and surveillance activities.
Conduct desk audits of MLTC plans to assure adherence to State and Federal requirements, guidelines, and statutes.
Assist in the development of Medicaid policy guidelines, procedures, and documentation to facilitate program operations.
Assist in the evaluation of Medicaid legislation and programs.
Provide technical assistance to local social service districts, State agencies, clients, health care providers, advocacy groups, and professional organizations.
Provide development, training and technical assistance to providers and other stakeholders.
Supervise staff, as appropriate.
Other activities may be deemed necessary in response to the changing needs of DHPCO.
Create a broad range of written material, including policies and procedures for internal & external stakeholders.
Research policy areas relevant to Division projects, programs, and activities. Elicit requirements from subject matter experts in the context of projects, initiatives, and process improvements.
Develops presentations, facilitates large and small group meets and collaborative events.
May function as a team lead with supervisory role of unit staff.
Minimum Qualifications:
9 years of experience in the healthcare field.
An associate degree counts for 2 years of experience, a bachelor's degree counts as 4 years of experience, and a master's degree counts as 5 years of experience.
Knowledge of Medicaid.
Strong analytical and communication (both written and verbal) skills.
The ability to think creatively and strategically.
Salary : $58,458 - $65,000
