Job Description
This position performs difficult professional and managerial work involving planning, reviewing, designing and the inspection of a variety of public utility facilities. Oversees the Utilities Engineering and Development Review Program for Stafford County. Does related work as required. Work is performed under general supervision. Supervision is exercised over technical and clerical personnel.
The hiring range for this position is $93,184.00 to $128,128.00 based on experience.
The full salary range for this position is $93,184.00 to $163,072.00 to provide opportunity for growth and development.
Examples of Duties
- Oversees public utility plan review and compliance efforts;
- Plans, designs, and inspects public utility projects;
- Prepares cost estimates;
- Prepares and maintains engineering records and files;
- Reviews utility data including water and sewer capacities and flow data;
- Performs complex hydraulic modeling of water and sewer systems;
- Maintains County water and sewer models;
- Ensures that current construction standards and specifications meet or exceed state requirements;
- Develops and maintains Utilities Master Planning documents;
- Conducts short term and long-range planning exercises as it relates to the Utilities Capital Improvement and Repair, Replace, and Rehabilitation (3R) programs;
- Coordinates with staff as necessary in product review processes;
- Reviews plans and specifications prepared by consultants and evaluates plans and specifications prepared on behalf of private developers for compliance with county specifications and policies;
- Receives and responds to citizen inquiries and complaints and takes action to resolve;
- Handles correspondence and prepares a wide variety of reports on various activities;
- Meets with developers and consultants to assure adequate design prior to review and approval of plans and specifications, and coordinates with other County Departments for reviews;
- Coordinates with and directs the utility inspection process and staff as needed;
- Certifies construction is completed in accordance with all regulations and specifications;
- Evaluates requests for information and change orders from contractors;
- Performs duties of project engineer when necessary;
- Performs inspection / monitoring of work in progress;
- Attends meetings as necessary to advance projects;
- Performs related tasks as required.
Knowledge, Skills and Abilities
Education and Experience
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil or environmental engineering, construction management, or hydraulics, and extensive experience in professional engineering work including a minimum of 5 years of experience with construction or project engineering / management of large projects.
Professional Engineer (PE) license is preferred.
