The Transportation Program Director oversees the Transportation Program section within the Capital Projects division. This position provides leadership and strategic direction for program operations. This position directs the planning and development, management, fiscal, administrative, and operation functions for the transportation program section. Does related work as required. Work is performed under limited supervision. Supervision is exercised over personnel.


The hiring range for this position is from $99,715.20 to $137,113.60 based on experience.
The full salary range for this position is from $$99,715.20 to $174,512.00 to provide opportunity for growth and development.
  • Supervises and directs countywide program of Transportation activities; participates in appropriate boards; directs the County’s transportation planning;
  • Provides management and direction on large and complex transportation projects; 
  • Manages departmental staff which are responsible for performing various engineering and administrative functions including, but not limited to reviewing and approving designs, plans, specifications, and cost estimates; performing fiscal management functions; managing various road and bridge programs, and inspecting highways to ensure appropriate maintenance, operation, and safety;
  • Directs the preparation of plans and specifications for transportation projects;
  • Reviews construction plans, specifications, cost estimates, and other project related documents;
  • Directs work of consulting engineers and/ or construction contractors;
  • Oversees the inspection and monitoring of work in progress;
  • Attends meetings to present and support projects;
  • Provides supervision of and direction across the program, ensuring the integration of all program services;
  • Coordinates project planning with Federal Highway Administration (FHWA), Fredericksburg Area Metropolitan Planning Organization (FAMPO), Virginia Department of Transportation (VDOT), and other external organizations as necessary;
  • Provides technical expertise, guidance and support to division leadership, supportive managers, County officials, and staff in areas related to Federal, State and Local regulations and transportation policies, protocols and procedures; ensures adherence to county policies and standards;
  • Works collaboratively with capital projects division leadership to establish, implement and document transportation-related priorities, short-term initiatives, and long-term strategic planning, assuring that services provided by the programs are integrated into broader divisional goals and objectives;
  • Develops plans and strategies to monitor and evaluate program(s) efficiency and productivity based on established goals, outcomes, and benchmarks; sets performance measures for programs;
  • Manages all fiscal activities associated with the programs, including developing, monitoring, projecting, and justifying the operating and capital budget, managing grant funds and/or other revenue-generating sources, such as fees, and developing systems for securing and utilizing new fiscal resources; assists with grant proposals as needed;
  • Directs the development and evaluation of long-range and short-range transportation plans and improvement programs;
  • Prepares bid documents, requests for proposals, contracts, and purchase orders for engineering and construction services related to transportation; prepares and maintains project records and files;
  • Oversees the preparation and maintenance of project records and files;
  • Represents the County at public meetings or hearings on transportation matters;
  • Performs managerial responsibilities in accordance with policies, procedures, and applicable laws including hiring, training, planning, assigning and directing work; establishes deadlines, appraises performance, recognizes and disciplines employees, addresses complaints, and resolves problems;
  • Performs related tasks as required.
  • Considerable knowledge of public sector strategic planning and public financing and budgeting;
  • Comprehensive knowledge of the principles and practices of civil engineering and transportation planning;
  • Ability to plan, organize, assign, supervise, and evaluate the work of professional engineers as well as para-professional, technical, and clerical personnel;
  • Thorough knowledge of all federal, state and local regulatory requirements applicable to transportation requirements;
  • Advanced knowledge of design, construction, and management of large complex public works transportation projects;
  • Advanced knowledge of site evaluation, appraisal, and acquisition procedures; 
  • Advanced knowledge of the requirements for road construction;
  • Ability to plan, implement and coordinate technical and administrative programs;
  • Ability to understand and interpret descriptions, construction plans, engineering records and maps; 
  • Ability to apply engineering principles and practices including planning and development, land surveying, and engineering design and construction;
  • Ability to establish effective working relationships with employees, other department staff, contractors, and the general public.

A combination of education and experience equivalent to graduation from an accredited college or university with a degree in civil engineering, construction management, or related field and 8 years of experience in progressively responsible professional work in civil engineering, transportation, or related field; and a minimum of 5 years of experience in managing and supervising professional staff. A Master’s degree in a related area is preferred.
