Your Opportunity
Stantec is seeking qualified candidates for a Program Controls Manager position. The individual would be responsible for providing program and project controls expertise to improve Stantec’s delivery of Programs. The Program Controls Manager will support program teams with delivery of multiple infrastructure projects by developing project controls solutions to support tracking of project cost and schedule performance, managing documents and information, and preparing reports and data summaries. They may be responsible for managing a staff of professionals and technicians for successful completion of project controls activities. The position will be responsible for program/project controls activities and will coordinate with program management staff, client staff and program leadership.
This position requires prior experience working on an integrated program team with strong knowledge and hands-on experience in developing baseline project budgets and schedules; monitoring and tracking the progress of project work relative to established budgets and schedules; preparation of project budget and schedule status reports and presentations; working with Program/Project Managers to proactively identify project budget and schedule problems and implement corrective actions; and preparation of cost accruals, estimates to complete and estimates at completion.
Qualified candidates understand the process of administering the non-technical elements of large projects that are tied together for the successful delivery of a program. They are comfortable developing and maintaining procedures that help streamline project controls processes and provide mentorship to other project controls specialists and team members. They possess emotional intelligence and prioritize establishing and maintaining trusting relationships and close partnerships with Program/Project Managers, other team members and supporting them in serving the client and meeting established goals to achieve success
Your Key Responsibilities
- Developing and implementing project controls standards and procedures, monitoring compliance and initiating corrective measures as necessary.
- Establishing guidelines for preparing, reporting and reconciling variances, including developing and/or enhancing reporting procedures and tools.
- Managing the team’s adherence to established program controls practices and procedures.
- Ensuring that planning and scheduling activities such as schedule development, project reporting and problem analysis activities comply with company and client requirements.
- Providing consultation to the company, client and subcontractors in planning, delivery and scheduling activities.
- Reviewing project change documentation and ensuring compliance with change management procedures and contract specifications.
- Develop and monitor key performance indicators and report to project, program staff, and client.
- Communicating areas of concern to Program Leadership Team.
- Providing QA/QC of cost and scheduling processes, reports, and utilization.
- Leading program controls team members in daily activities including providing assignments, guidance, mentoring and assistance to complete program controls functions and tasks.
- Supporting development of program assessment protocols for evaluation and improvement.
- Participating in meetings with client, subcontractors, and others, as required.
- Work closely with Program and Project Management to develop and maintain project schedules using Primavera P6 or client preferred schedule management system.
- Establish work breakdown structure (WBS), baseline, status, and monitor project schedules using established performance measurements.
- Implement cost breakdown structure (CBS), baseline, status, and monitor financials through dashboards and reports based on PMIS sources.
- Develop schedule version control processes, policies, and procedures.
- Develop and maintain summary level schedule reports used to support critical path analysis, approaching deliverables, resource allocation, performance variance, and to support integration of cost and schedule.
- Develop and maintain software-based tools, systems and processes for managing documents and information and provide training to team members to ensure consistency in controlling program information.
- Establish Earned Value Management (EVM) analysis, percent complete, and forecasting on projects.
- Troubleshoot and monitor potential scheduling problems.
- Lead mitigation efforts and offer solutions for issues pertaining to project budget, funding, and invoices.
- Schedule and lead coordination meetings.
- Analyze projects to determine project health and future risk.

- Familiarity with various project delivery methods, including Design Bid Build, Progressive Design Build, CMAR, and Design Build.
- Demonstrated experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control tools and procedures.
- Experience in the municipal sector in areas of public works, utilities, transportation, and industry and on multi-sector programs is preferred.
- Possess a valid driver’s license with good driving record.
Education and Experience
- A minimum of 8-10 years’ experience in a Program Controls Manager position in infrastructure/buildings/utility/water programs is required.
- Bachelors degree in Engineering, Environmental, Construction Management or an equivalent combination of education and program controls experience to successfully perform the role.
- Project Management Professional (PMP) certification is preferred.
- Additional certifications, PgMP, PMI-SP, PMI-RMP, PMI-CP, CPA, CCM, PE, FE, or similar certifications is preferred.

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):
Salary Range(s):
- $147,300 - $220,900 Min/Max Pay Range for postings located in WA and DC
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
