StarCare Specialty Health System is seeking to fill the position of Staff Accountant II in the Finance Department.
General Description:
- Work involves maintaining, preparing, posting, and balancing accounting and financial statements, records, documents, or reports.
- May specialize in some phase of accounting work such as federal funds accounting, grant accounting, property and equipment control, cost, payroll, or budgeting.
- Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Responsibilities:
- Assists in the preparation of financial statements, reports, and schedules
- Prepares and/or processes general journal entries
- Prepares mid-level analyses of fund balances and expenditures, with some preparation of reports on payroll, estimates, cost data, and budget items
- Coordinates data compilation for various financial audits with external agencies
- Develops, coordinates, or produces complex reports for monitoring and reporting agency financial information
- Preliminary audits of accounting and financial documents for accuracy and compliance with departmental policies and procedures, state and federal statutes
- Classify, code, and balance financial and accounting documents and records
- Assists with and researches discrepancies in accounts, bank statements, or appropriation balances and reports findings to supervisor
- Conducts preliminary reviews of agency accounting records, such as expenditures, funds, and revenue records to ensure agency assets are accounted for properly
- Prepare any external and internal reporting, analysis, and expenditure approval for an assigned reporting until, department, and/or division
- Prepare any assigned bank reconciliations on a monthly basis
- Review, approve, and/or send for correction invoices and Purchase Card requests related to any assigned department; verify the expenditures align with the budget of the particular department
- Prepare and maintain assigned grant budgets, submitting budget amendments as needed
- Prepare and submit monthly/quarterly/annual grant reports with a high level of accuracy
- Prepare monthly balance sheet reconciliations and resolve any discrepancies
- Maintain AR Aging for assigned grants/departments
- Prepare monthly financial reports for internal clients, meet and review on a monthly basis
- Prepare reports for monthly Contracts meetings
- Prepare any special reports as requested
- Assist with the preparation of the annual budget
- Other duties assigned to support the Accounting department of StarCare
Schedule: This is a full-time, exempt position working 8am - 5pm, Monday - Friday with flexibility to meet the needs of the department.

Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree in accounting required.
- 2 years of related accounting experience.
- Experience in accounting and financial operations..
Knowledge, Skills, and Abilities:
- Knowledge of financial administration, budget control, and fiscal accounting; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to fiscal operations.
- Skill in the use of office equipment, computers, and associated software applications.
- Ability to direct accounting programs, to budget funds, to set up accounting systems, to interpret laws and regulations, to apply accounting theory, to communicate effectively, and to supervise the work of others.
Additional Requirements:
- Must pass a pre-hire drug screen and criminal background check.
- Must have a Texas driver's license, liability auto insurance, and be insurable under the Agency's insurance.
