About the Job:
The Workforce Solutions Manager serves as the strategic leader ensuring that employer workforce needs are identified and met effectively. This role manages and coordinates workforce partner efforts through the Business Resource Network (BRN), ensuring seamless collaboration and continuous improvement of service delivery. By aligning partner services with employer demands and industry trends, the Workforce Solutions Manager enhances referral processes, builds systems that optimize service outcomes, and adapts strategies to keep pace with the evolving workforce landscape. Additionally, this role is responsible for capturing, analyzing, and communicating snapshots of local employer workforce needs, challenges, and resources to inform strategy and strengthen service offerings.
Essential Duties & Responsibilities:
- Sets strategic goals for STWDB’s employer engagement, defines performance metrics, and drives outcomes that align with employer workforce needs.
- Serves as the go-to expert for local, state, and regional workforce resources for Stark and Tuscarawas businesses, ensuring comprehensive employer solutions through coordinated partner efforts.
- Convenes workforce and economic development partners of the BRN to identify ever-changing workforce solutions for employers.
- Maintains relationships and facilitates collaboration among BRN partners, ensuring alignment on programs, services, and contacts to meet employer needs.
- Develops and implements strategic plans to optimize serving employers, identify gaps, enhance referral processes, and leverage partner expertise.
- Captures, analyzes, and shares employer workforce data through regular assessments and feedback, identifying employer trends, patterns, and challenges.
- Monitors employer service outcomes, using data to assess impact and continuously refine strategies to improve results.
- Builds and refines systems and processes to enhance the delivery of Employer Services through OhioMeansJobs and BRN partners.
- Stays attuned to industry trends and employer demands, adjusting strategies and service offerings to address evolving workforce challenges.
- Represents BRN, OhioMeansJobs, and workforce services at community and networking events to strengthen relationships and promote resources.
- Performs other duties as needed to advance the mission of building a stronger workforce and driving employer service excellence.
Qualifications:
- Proven experience in workforce development, employer services, or business resource coordination with a focus on strategy and outcomes.
- Strong knowledge of workforce systems, employer service models, and partner collaboration strategies.
- Demonstrated ability to set and achieve goals, manage metrics, and drive continuous improvement.
- Experience in data collection, analysis, and using insights to inform strategy.
- Excellent communication, relationship management, and problem-solving skills.
- Ability to adapt strategies and processes to meet changing workforce and industry needs.
Education/Experience
- Bachelor’s degree in Public Administration, Business Administration, or a related field from an accredited college or university is required.
- A minimum of 5-7 years of management-level experience in business, workforce development, HR, employment and training programs, public administration, or the non-profit sector.
- Experience with WIOA-funded programs and/or similar federal or state grants is a plus.
- Familiarity with Stark County and/or Tuscarawas County workforce ecosystems is a plus.
Other Skills and Abilities:
- Strong understanding of workforce challenges, employer preferences, and industry trends.
- Exceptional relationship management and communication skills to engage diverse stakeholders.
- Proficiency in Microsoft Office Suite, CRM systems, and state software/data systems, with solid technology acumen.
- Analytical and problem-solving abilities to manage tasks and make informed decisions.
- Strong organizational skills to maintain documentation and follow up effectively.
- Ability to handle sensitive employer and workforce data with confidentiality.
- Valid Ohio driver’s license and ability to travel in the service area as needed for employer meetings, partner coordination, and events.
Physical Work Conditions:
The employee is expected to successfully perform the essential functions of the position. Reasonable employee accommodation for physical and mental disabilities will be considered on a case-by-case basis. While performing duties, the employee is required to sit, talk, hear, and lift up to 20 lbs. The employee is expected to travel to offsite meetings and events that may occur during evenings and weekends. Occasional travel out of state may be required.
