Job Title: Construction Manager

Department: Regional Construction/Repairs

Reports to: Regional Operations Manager

Directed by: Regional Operations Manager, Director of Operations, and Upper Management

FLSA Status: Exempt

The Construction Manager (CM) at STAT holds a pivotal role in the company, ensuring the effective management of field operations related to water and wastewater collection and treatment systems. This includes the supervision of installations, upgrades, refurbishments, and significant repairs of equipment/systems, as well as associated property enhancements. (see Appendix)

The CM’s responsibilities are integral to the company’s commitment to adhere to its policies and procedures, assist in maintaining regulatory compliance, and ensure client satisfaction. In the broader construction and major repair process, the CM is instrumental. They oversee the entire process, coordinating activities, managing project/job cost, and schedules, and ensuring the successful completion of projects.

Their role involves close collaboration with various stakeholders, including the company’s upper management, regional managers, supervisors, service crews, subcontractors, and clients. This collaborative approach ensures that all projects align with the company’s standards and client expectations.

Essential Functions per Policies & Procedures:

· Personnel Management: As part of our team’s department leader, you’ll be involved in everything from scouting new potential service tech to hire, conducting performance evaluations. And yes, sometimes you’ll even have to deal with reprimands. But fear not—the spotlight is on growth and development!

· Engagement: You’re the leader of your department in meeting goals! Prepare the agendas, facilitate, and let everyone hit their best participation. You need to encourage the “want to”.

· Efficiency: This is on your watch. Take the company goals, blend in the right strategies, and keep it all in harmony (within policies).

· Day to Day:

o Following up on regulatory compliance concerns and deadlines regarding repairs/upgrades

o Handling inventory of materials, quality control, and fieldwork at remote regional locations.

o Fulfilling other duties assigned by regional and upper management

o Providing sufficient estimating capabilities and proper direction to associated department divisions.

o Overseeing bid preparation, estimates, budgets, and schedules while maintaining an 8 to 12-week backlog

o Directing activities of department staff in alignment with established policies and procedures.

o Effectively managing overall planning and implementation of construction/repair projects.

o Ensuring profitability and timely execution of work during design and construction phases.

o Maintaining close contact with owners/representatives, general contractors, and engineers throughout contract/estimates negotiations.

o Controlling all associated department operations, personnel, budgets, and policies.

Goals & Objectives:

· Meeting the “Scope of Works” in all project/job estimates.

· Maintaining accurate records and documentation in operations software.

· Communicating efficiently with customers, subs, and staff.

· Assisting in long and short-term planning for department objectives.

· Maintaining an 8 to 12-week backlog.

Working Conditions:

· Full time position

· In office Monday -Friday from 7:00 am-4:00pm with 1 hour lunch

· Occasional weekends and holidays as required to meet deadlines

· Works in office and field environments depending on project/tasks requirements

· May be required to perform work at alternate locations.

Educational Requirements:

· High school diploma or equivalent.

Experience Requirements:

· A minimum of 5 years of experience in managing Field Service Repairs, Construction Management, Design/Build, Negotiated, and/or Lump Sum Contracts.

· Proficiency in computer database management and Microsoft Office Suite programs.

Requirements

· Experience in the water and wastewater collections and treatment industry is beneficial.

· Experience in field service repairs and/or construction management is beneficial.

· Degree in required field of work is beneficial

Required Physical Activity:

· Repetitive sequences requiring sitting, standing, walking, pushing, pulling, lifting, grasping, finger manipulation, climbing, feeling, seeing, hearing, and speaking.

· This position is classified as light duty work - exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly (constant activity or conditions that exist 2/3 or more of the time) to move objects.

· Physical demand requirements are more than those for sedentary work. Even though the weight lifted may only be a negligible amount, a job should be rated light duty when it requires walking or standing to a significant degree or when it requires sitting most of the time but entails pushing and/or pulling of arm or leg controls.

All the STAT Group company’s positions may be required to undergo testing for knowledge of equipment, terminology, and responsibilities. All positions may also be given the STAT Group’s personality profile assessment. Positions may be evaluated weekly for a minimum of three (3) months, while under probationary period. Probationary period may be extended if an employee has not met minimum standards of acceptability such as attendance, quality, job knowledge and/or behavioral. Extension can go up to six (6) months, but no longer. The STAT Group cannot have probationary statuses that are never ending. If an employee still cannot meet minimum standards after this time, the person will have failed the probationary time for that position and will be terminated.

Appendix

Construction / Major Repairs Department:

Ø Operational On-site Corrective Repairs of Inoperative Systems/Equip. Division:

These repairs and/or replacements include but are not limited to:

· air distribution system (header, drop legs, diffuser, air lines, valves, and fittings),

· blower packages,

· skimmer, decanter, and return lines,

· disinfection system,

· bar screens, flow splitter boxes, and weirs, Effluent V-Notch Weir,

· Lift station Pump(s) and control(s) .

Ø Electrical Repairs and/or upgrades Division:

These repairs and/or replacements include but are not limited to:

· Equipment Controls and Panels,

· Manual transfer switches for generator power,

· Panel racks,

· main power meter pans & breaker panels.

Ø Remote Monitoring Systems Division:

· Hide Tide Panels,

· Flow Measure Units.

Ø New Installations and/or Major Repairs Division:

These repairs and/or replacements include but are not limited to:

· On & Off-site lift stations and Treatment System & Equipment Refurbishments,

· New Equipment and/or Systems Installations,

· Installing Noise Barriers,

· Major Corrective Repairs to include but not limited to:

a. structural supports and bracing,

b. exterior weld and wall patching required,

c. installation of stairs as opposed to ladders,

d. walkway grating and handrails,

e. lift station lids,

f. concrete plants leak repairs,

g. piping, fittings & valves,

h. collection and force main lines,

Ø Installation, Repair and/or Upgrade PMI Division:

· Clearing & Grubbing,

· Installing culverts, access roadways & pond berms,

· Removal & Disposal of floating vegetation,

· Installing fencing & gates,

· Initial site cleanliness and installing lighting,

· Installing equipment shelters,

· Removal & Disposal of abandon equipment.

Job Type: Full-time

Pay: $70,000.00 - $90,000.00 per year
