What are the responsibilities and job description for the VEHICLE PROGRAM SPECIALIST, AIR RESOURCES BOARD position at State Air Resources Board?
This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.
If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. The Mobile Source Control Division (MSCD) is looking for a Vehicle Program Specialist to work under the general direction of the Division Chief and Assistant Division Chiefs to develop and coordinate policy for CARB's air quality incentive programs. These programs complement CARB's regulatory program to reduce criteria pollutants, toxic air pollutants, and greenhouse gases by promoting the use of advanced and zero-emission technology vehicles and equipment, accelerating turn over the fleet to cleaner technologies, and increasing access to clean transportation for low-income households, disadvantaged communities, and low-income communities. The position is responsible for leading MSCD's and CARB's efforts to ensure that all of CARB's incentive programs are implemented in a coordinated manner to further CARB's mission and goals.
The position will work closely with the MSCD Division Chief, Assistnat Division Chiefs, branch chiefs, managers, technical staff, and other CARB divisions to provide policy and technical recommendations on incentive program design and implementation, evaluate and review new vehicle emission reduction technologies, and prepare technical and policy analyses, reports,presentations, and other materials. The position will represent MSCD on incentive program-related policy matters with the Executive Office, Chair's Office, and other CARB divisions and represent CARB with federal, State, and local government agencies to ensure coordination between CARB's incentive programs are other agencies' related incentive programs. The position will coordinate with vehicle manufacturers, technology providers, and other external stakeholders regarding incentive program related matters. The position is also responsible for working directly with the Executive Office on special projects. This position requires some travel.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the positions designated headquarters location at their own expense, as indicated on their duty statement.

The successful candidate will have demonstrated experience developing and implementing air quality incentive programs that support CARB's mission. The candidate should have strong organizational and project management skills, strong analytical skills, enthusiasm and initiative, good judgement and tact, strong interpersonal and problem-solving skills, and excellent written and verbal communication skills, as well as the capability to manage multiple projects and work under tight deadlines. The candidate should have knowledge of CARB's air pollution and climate change programs and policy, California’s air pollution control statutes particularly as they related to incentives, CARB's rulemaking and Board meeting process, and the Legislative and budget process. The ideal candidate would have extensive experience leading incentives-related projects, developing innovate programs to reduce mobile source emissions, and be knowledgeable regarding mobile source emission control technologies. The most competitive candidate will also be an effective public speaker.
