About the Job – Your Role
As an Administrative Specialist 2 in the Board of Parole & Post-Prison Supervision (BOPPPS) you will work in partnership with the Oregon Department of Corrections (ODOC) and local supervisory authorities to protect the public and reduce the risk of repeat criminal behavior. The Board's decisions are based on applicable laws, victims' interests, public safety, and the recognized principles of offender behavioral change.
As a Hearings Specialist you will play a critical role in supporting the Board’s mission by coordinating and scheduling all Board hearings and offender evaluations, ensuring compliance with all relevant laws and procedures.
This position is responsible for managing Board-appointed attorney contracts, determining eligibility for services, and coordinating interpreter services when needed. Additionally, you will be preparing hearing packets, tracking hearing dates, and ensuring the timely distribution of documents to all relevant parties (offenders, attorneys, district attorneys, etc.).
You will also review legal and procedural documents for compliance and confidentiality, interpret laws and policies to facilitate successful hearings, and assist with preparing reports on the hearings process and its effectiveness. Other responsibilities include providing backup to staff as required, assisting with the development and implementation of new policies or procedures, and maintaining all necessary records related to hearings and offender evaluations.
The role requires a high degree of independence, as well as strong organizational, communication, and legal interpretation skills to support the smooth and efficient operation of the Board of Parole & Post-Prison Supervision (BOPPPS).
This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position is not eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Three (3) years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis;
OR
An associate degree in general office occupations and two (2) years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis;
OR
An equivalent combination of education and experience.

Working Conditions
This position involves regular direct and indirect contact with Adults in Custody (AICs), offenders, victims, the general public, and various agency partners and stakeholders. It may require occasional evening or weekend work, as well as travel within the state, sometimes overnight. The work is primarily office-based, with some time spent in data processing or file storage locations and requires at least one day per week in an ODOC institutional setting for Board hearings. The role involves frequent phone communication, research of manuals, statutes, and administrative rules, and writing non-legal documents. It requires strong teamwork and coordination with Board members and staff, strict attention to detail, and the ability to meet deadlines in a fast-paced environment.
