For 52.6 transfer to an Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

- Collaborate with business units from the Division of Retirement Services to gather and refine business requirements.
- Analyze functional requirements and develop technical requirements/specifications.
- Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
- Analyze the best approach for implementing customizations.
- Assist team members in creation of design documents and other related system documentation.
- Develop and review technical designs.
- Acquire and demonstrate strong technical knowledge in supported functional areas.
- Code new programs and modules and make code changes to existing programs and modules.
- Assist team members with development tasks as needed.
- Follow Oracle PeopleSoft application coding standards and validate code against those standards to ensure standards are met.
- Perform program testing and/or tuning, and assist others as needed.
- Ensure test plans and test conditions are created, including regression conditions, and that all conditions have been successfully tested.
- Help staff troubleshoot production issues and provide on-call support.
- Assist in researching and remediating technical issues occurring within the retirement applications.
- Conduct technical walkthroughs and code reviews of proposed system changes.
- Manage and assist staff through user acceptance testing of code changes, ensuring remediation of any defects.
- Assist staff with implementing new features, resolving technical issues.
- Demonstrated experience with Object Oriented Programming: Includes coursework in the design and implementation of computer programs from the object-oriented point of view (6-11 credit hours).
- Demonstrated experience with Object Oriented Programming (any Language) (3 months to less than 1 year).
- Demonstrated experience with SQL.
- Demonstrated experience with PeopleSoft.
- Demonstrated experience with programming tools/IDEs (i.e., Eclipse, Ultra Editor, etc.).
- Demonstrated experience with database management tools (i.e., Oracle SQL Developer, PL/SQL Developer, TOAD, etc.).
- Proficient at communicating with technical staff and customers alike.
- Strong analytical thinker with excellent troubleshooting and problem-solving skills.
- Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
- Demonstrated experience in adapting to new technologies as environments change.
- Strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts is limited.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
