The duties that the incumbent of the vacancy will be expected to perform. Duties Description • This position is on the Information Technology Financial Management team in the bureau of Information Technology Business Management.• Oversee the procurement of IT-related goods and services in accordance with applicable New York State Finance Law. This includes overseeing the tracking and monitoring of all procurements for the Chief Information Office (CIO). • Assist and oversee the creation of IT related Invitation for Bids (IFBs), Request for Proposals (RFPs), and Sole and Single Source contracts, to ensure the process clearly and accurately details the goods and/or services required.• Assist managers in determining appropriate contract vehicle (e.g. IFB, RFP, Sole/Single Source, purchase order, etc.) to obtain goods and/or services needed to support CIO’s infrastructure, applications, and customer needs.• Assist CIO staff in creating and reviewing Statements of Work (SOWs). • Assist with the management of the CIO budget by tracking procurements, payment of invoices, and identifying areas for cost savings.• Identify procurement related risks and propose solutions to CIO management.• Oversee the annual creation of IT customer invoices. This includes overseeing the collection of required data, scheduling and coordinating invoice review meetings within CIO, delivering invoices and supporting documentation to customers, and reviewing customer feedback to make necessary adjustments to the invoices. • Identify ways to simplify and/or automate the reporting and processing of data for invoices. • Periodically review CIO service offerings to develop new and update existing cost models.• Manage invoicing software system upgrades and enhancements. Develop and manage project plans, escalate issues, and provide management with regular updates. • Work with CIO managers to understand CIO’s services to assist with developing a repeatable reporting process for collecting data. • Provide oversight and direction to team members in accordance with the organization's policies and procedures.• Assign work, monitor progress, review major initiatives and make recommendations.• Develop an employee-oriented culture that emphasizes quality, continuous improvement, employee retention and development, and high performance.• Provide guidance and empower employees to take responsibility for their jobs and goals.• Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations and plans, training, and mentoring.• Address insufficient employee performance through counseling and seek disciplinary actions.• Maintain employee work schedules including assignments, scheduling, skill development, cross training, and telecommuting to ensure adequate coverage to complete team assignments.• Communicate organization and team information through team meetings, one-on-one meetings, and other communication channels.• Exercise discretion and confidentiality.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
