What are the responsibilities and job description for the ASSOCIATE ACCOUNTING ANALYST position at State Controller's Office?
With general direction provided by the Accounting Administrator I, the Associate Accounting Analyst is responsible for independently analyzing and reconciling security issues, including the most complex and difficult, to update the security values for claim payment. Security issues are held by the State Controller’s Office (SCO) until returned to their rightful owners. Skills required include understanding the securities reconciliation process and may require working with outside entities to obtain pertinent information to bring the value of the securities up to date. Incumbent must utilize independent judgment and discretion and be able to identify problem areas which may require researching, developing and presenting alternative solutions to management for approval. Incumbent is responsible for coordinating the implementation of accounting processes and reviewing proposals that impact the unit. Duties include, but are not limited to, the following:
- Analyze and reconcile assigned securities, including the more complex and difficult securities, to determine current value. Research includes identifying corporate actions from account statements and querying financial databases and on-line resources using data filters and other advanced search tools. Update the account back-up documents and the UPS2000 system using the most efficient and current processes including macros.
- Determine where the security issue is held (SCO’s contracted securities broker, off-book account, certificate, etc.), and reconcile the shares between the unclaimed property system, UPS2000, and source documents. Identify corporate actions that have occurred on the security issue from the initial transaction date to current date, or to date of disposition, redemption or sale.
- Post applicable corporate actions (mergers, splits, conversions, dividends, etc.) to the security issue in UPS2000 after completing the corporate action research. Add system notes for each transaction posting at the appropriate issue, claim or property level. Review and verify postings are correct and reconcile with the security statements. Discuss discrepancies with other leads and bring to management’s attention, make necessary corrections as appropriate, and submit the completed security claim for payment.
- Assist with training and crossing training staff in the Security Claims Analysis Unit and perform other duties as assigned.
- Identify and research overpayments and establish account receivables as needed. Prepare collection letters to claimants, Legal Referrals to be forwarded to the Executive Office, and Issue Resolutions to be forwarded to upper management. Contact claimants on collections and update management on the status of collection efforts.
- Respond to claimant inquiries verbally or draft written correspondence to provide a status update on the analysis of the security claim. Forward the inquiry to the appropriate unit for response if an inquiry does not relate to the security claims analysis process. Provide accounting information and reports for management, upon request.
- Coordinate with the Securities Management and Reconciliation Unit (SMRU) to resolve agreed upon reconciliation issues utilizing SMRU’s request template. Initiate contact with transfer agents, SCO’s contracted securities broker, or other security companies to resolve discrepancies related to corporate actions or transfer of securities held by the SCO.
- Develop and update accounting procedures, identify efficiencies and recommend improvements to the security claim analysis process. Identify system issues and propose recommendations to management for UPS2000 system enhancements. Provide recommendations and draft issue resolutions requiring management’s approval for payment of certain complex claims.
- Verify reconciled security reports meet the criteria for moving to the fully reconciled 661 Custodian. Confirm reports in this custodian no longer have outstanding shares, all corporate actions have been posted, and prior payments with shares have been issued. Move the reconciled reports from their current custodian to the 661 custodian so that future property claims will be paid through Cash Settlement and not be sent to Accounting for processing.

There is an abundance of nearby shopping centers and dining options with public transportation accessible nearby via Sacramento Regional Transit’s bus and light rail systems.
This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California.
