JOB SUMMARY:
The Fraud & Security Manager serves as a lead for the Fraud and Security area of State Employees Credit Union (State ECU), working closely and coordinating efforts with staff across all business lines. Their primary role is to identify, analyze, investigate, and mitigate credit union fraud risk. This position requires a high degree of knowledge related to fraud regulations and guidelines. The manager leads a team of fraud professionals in data collection, analysis, review, and investigation of suspected and confirmed fraudulent activities. This role is essential in identifying potential risks to State ECU, the staff, and its Membership. Further, this role serves as Bank Secrecy Act Officer (BSA) and manages aspects of the BSA fraud program and the Anti-Money Laundering (AML) program. Participates in projects and/or activities that ensure compliance with applicable federal, state, and local laws and regulations. In accordance with internal procedures and federal regulations, further takes proactive measures to prevent or recover losses. Also serves as the Security Officer for State ECU. Collaborates with Management to coordinate adoption of regulations, policies, and procedures with respect to credit union security and business continuity.

Duties/Responsibilities:
- Responsible for the Fraud & Security Management function, providing advice and guidance to all departments and management in assessing and mitigating fraud or security associated with new regulations/policies, as well as: any proposed system, procedural, or product changes; quality control processes; member fraud; other areas as appropriate.
- Develops training materials related to fraud identification and mitigation tailored to specific functional areas of the credit union. Provides periodic educational material and alerts to staff on current fraud topics and mitigation tactics. Recommends and/or creates content suitable for use in customer outreach efforts related to fraud prevention and response.
- Responsible for the credit union's BSA/AM/OFAC Compliance Program to ensure adequacy and compliance with regulatory requirements. Responsible for the following activities: alert and case management, suspicious activity investigations, CTR and SAR filings, high-risk account monitoring, CTR exemption reviews, and member behavior reviews, among others.
- Partners with internal departments and external third parties as needed (including fraud departments at other financial institutions, law enforcement agencies in multiple jurisdictions, etc.), coordinates efforts, provides information, and assists with attempts to recover losses related to fraudulent activity bank-wide, and authorize charge-off of cash items accepted in branches.
- Prepares concise summaries for use in making recommendations on the continuation of customer relationships, criminal prosecution of fraud-related losses, etc.
- Maintains up-to-date documentation intended for use by multiple lines of business related to the identification of various fraud scenarios and standard loss mitigation procedures to be taken, including coordination of identity theft claims process.
- Maintains a high level of confidentiality with respect to information, findings, or recommendations related to fraud investigation activities or legal actions taken to prosecute.
- Obtains and maintains required certifications.
- Keeps leadership informed of key operating issues affecting areas of responsibility.
- Oversees the Credit Union's Vendor Management Program.
- Reviews Verafin reports and monitors fraud trends and reports, taking appropriate action to mitigate losses.
- Monitors Financial Institution Security Officers Association (FISOA) notices, attends meetings, alerts appropriate staff, and takes appropriate action to prevent losses.
- Ensures a safe environment through an effort of diligent authority and monitoring of strict access controls and security equipment for all facilities.
- Works in conjunction with the branch/department managers in the event of a robbery, bomb threat, or other high-risk emergency, and in accordance with the company's Emergency Action Plan (EAP).
- Manages the workflow of their employees, creating team schedules and delegating tasks while assessing the work performance of their employees and identifying areas that need improvement. Trains and onboard new hires to make sure they understand their responsibilities.
- Perform other duties as assigned.
Required Skills/Abilities:
- Advanced knowledge of financial institution operations, fraud investigation and/or detection and analysis, and laws/regulations related to fraud and general risk management.
- Strong attention to detail with the ability to identify fraud, assess the impact, resolve investigations, mitigate risk, and effectively communicate accurately and objectively. Ability to effectively communicate at all levels within the organization including legal counsel, law enforcement, regulators, and examiners while maintaining strict confidentiality and demonstrating high ethical standards.
- Demonstrates excellent patience, tact, enthusiasm, and positive attitude towards staff, Members, and the general public.
- Strong written and verbal communication skills with the ability to present at all levels of an organization.
- Experienced in developing and implementing fraud, investigation, risk, and compliance policies, programs, and procedures is preferred. Credit union work experience may be in lieu of the aforementioned work experience specific to fraud or security.
- Thorough knowledge of relevant laws and regulations
- Proficient in using MS Office products and other bank software as applicable.
- Must have experience in supervising or managing a team or department with strong leadership and team management capabilities and a proven history of leadership and coaching.
- Ability to manage multiple priorities/projects with varied deadlines. Analytical mindset with the ability to identify and address compliance and fraud risks.
- Ability to speak Spanish is preferred but not required.
- Those in a leadership role are expected to participate in company meetings, community events, and similar engagements as ambassadors to the organization and its mission. These include voluntary and involuntary events that although ordinarily will be during business hours, does include weekends and evenings as announced.
- Job Related Travel - As required.
Education/Experience:
- Education or experience equivalent to a bachelor's degree in business, Law, Finance or related field, in addition to (7) plus years of progressive experience in fraud, risk, security, investigation, and/or compliance programs.
- Relevant professional certifications are preferred but not required. This may include but is not limited to:
- Certified Fraud Examiner (CFE)
- Certified Anti-Money Laundering Specialist (CAMS)
- Certified AML and Fraud Professional (CAFP)
- Other financial institution industry recognized compliance and risk certifications
