What are the responsibilities and job description for the Registrar position at State Fair Community College?
Position Purpose: This position is a twelve-month professional appointment and reports to the Dean of Student Services. The Registrar has managerial responsibility for the Registrar’s Office with three direct reports.
The Registrar works closely and collaboratively with other administrators and departments to ensure compliance to existing policies and procedures and is an administrative leader who implements and maintains new applications of technology and upgrading/enhancement of existing systems while providing quality assurance and integrity of academic and enrollment data.
The Registrar provides leadership and oversight of all aspects of the college’s academic catalog and/or curriculum development processes. This responsibility is inclusive of establishing the master schedule, pre-registration, oversight of incoming student registration, add/drop of course(s), registration overrides, course withdrawal, withdrawal from college, grade submission, awarding all prior learning credit and managing the academic petition process.
The Registrar provides oversight and distribution of the permanent academic record for all students and alumni. The Registrar is also the final auditor of the academic record when a student completes their program of courses. Distribution of diploma, notation of degree completion on the academic record and conferral affirmation are essential to the role.
Institutional Compliance
- Ensure adherence to institutional and governmental records retention standards.
- Review, update and uphold college policy and regulations determined to fall within the scope of the Academic Records and Registration Office.
- Maintain accurate student records and develop processes to ensure integrity of such records, including, but not limited to, changes to student names, addresses (for the purpose of tuition rates), enrollment verifications, graduation applications, etc.
- In collaboration with College leadership and colleagues across multiple departments, develop, review and publish specific documents, guides and materials relating to the academic structures within the institution, including but not limited to academic and operational calendars, course catalogs and course schedules.
- Ensure accurate and timely transfer of student enrollment data to third-parties including transfer institutions, NSC, WIOA, NSLDS, ETPS, etc.
- Serve as the administrator and key contact person for the Degree Works software platform, including implementation, access approvals, training, etc.
- Collaborate regularly with IT to ensure accuracy of both data entry and reporting outputs from Banner SIS system.
- Develop, communicate and manage critical student records processes such as reporting of academic engagement, grade reporting, graduation requirements, etc.
- Create and maintain up-to-date training and reference materials for Academic Records and Registrar staff, faculty and other colleagues, to include but not limited to FERPA, certificate and degree programs, registration, schedule entry, and Degree Works.
- Ensure the detailed review, approval and processing of college transcripts, with appropriate credits applied to student records in a timely manner.
- Serve as the key contact for the Missouri Reverse Transfer program, and communicate regularly with students enrolled in the program.
- In collaboration with the Athletic Department, ensure timely and accurate verification and documentation of athletic eligibility under NJCAA guidelines.
- Maintain timely and accurate communication and reports to various stakeholders at key points during each part of term, including sharing no-show lists, prerequisite drops, degree program inaccuracies, etc.
- Manage payroll, expenses and contracts for the department within the approved parameters of the college’s annual budget.
- Supervises all employees of the office, inclusive of professional development activities, determining annual goals to align with institutional initiatives and ensuring staff meet annual performance evaluation expectations.
- Participate in the college’s annual service review, performance evaluations and budget-building processes.
Institutional Leadership and Collaboration
- Represent both the college and the Academic Records and Registrar Office to internal and external audiences, including other institutions of higher education, K12 partners, professional development events, New Hire and New Student orientations, parents, employers, etc.
- Serve as ex-officio, non-voting member and secretary for the Curriculum Committee, and organizer/record-keeper for the related compliance work-group.
- Serve as an active and contributing member of SSET, ASSET, Commencement Committee, and various ad hoc committees (such as hiring committees and FAST Goal Teams), etc.
- Upgrades professional knowledge, evaluates new technologies, and recommends implementation, as appropriate.
- Other duties as deemed necessary for the function of the college.

Education/Experience:
- Bachelor’s Degree in business administration, management, accounting, information systems or related field required.
- 3 years knowledge of admissions and records functions, including registration, admission, record retention, degree and graduation programs, academic processes and grading schemes.
- Demonstrated knowledge of state and federal laws and regulations pertinent to student records.
Preferred Qualifications:
- Master’s Degree in business administration, management or related field preferred.
- Successful leadership of the office of the registrar, including the mentoring and development of staff; established expertise in facilitating organizational development and change; and evidence of creativity and innovation within a strategic planning environment.
- Five years of supervisory experience in registration, student services or academic advising in higher education.
- Knowledge of NJCAA rules and certification of student athlete eligibility.
- Experience in budget preparation and strategic planning.
- Experience in a community college environment.
- Proficient with databases (prefer Ellucian platforms).
- Ability to maintain confidentiality of student records.
- Demonstrated ability to work collaboratively and efficiently in a fast-paced team environment.
- Excellent communication skills.
- Strong organization skills with attention to detail and accuracy.
- Strong computer skills to include Microsoft Office, Adobe Acrobat, Banner, Document Manager and Degree Works.
- Ability to use independent judgment and to balance institutional policies with the individual needs of students.
- Knowledge of customer service standards and procedures.
- Knowledge of the rules, regulations, laws and guidelines effecting student records, academic affairs and curriculum.
- Knowledge of FERPA and the ability to oversee compliance with FERPA guidelines and serve as a resource on FERPA issues.
- Knowledge of records retention and/or destruction policies and procedures.
- Ability to work with multiple departments to develop and maintain the detailed academic calendar, course catalog and department web page.
- Ability to inspire and motivate others to perform at high levels.
- A willingness to take on additional responsibility and work collaboratively, both within the unit and campus wide.

- Ability to sit or stand for prolonged periods of time.
- Occasional travel may be required.

Central Methodist University Tuition Waiver Scholarship: CMU offers a tuition waiver scholarship for undergraduate and graduate tuition charges for FT employees each term for online and on-ground courses held on the SFCC campus.
Spouse and dependent of FT SFCC employee may have undergraduate tuition charges (but not books, fees, or supplies) waived each term while attending CMU at SFCC.
Any spouse (but not dependent) of a FT SFCC employee shall have 50 percent of the graduate tuition charges (not books, fees, or supplies) waived each term while attending CMU at SFCC or online.
