The Alaska Department of Fish and Game, Division of Sport Fish is recruiting for an Assistant Director, Department of Fish and Game located in Juneau!

What you will be doing :

The Department of Fish and Game, Division of Sport Fish is currently recruiting for a permanent, full-time Assistant Director. This position is the division's lead for budget and financial management. It has primary responsibility for an annual budget of approximately $55 million in operating and capital funds. This position leads the Division of Sport Fish fiscal planning efforts and assists the Director with related internal and external policy and fiscal development and coordination. This position supervises and overlooks the division's Administrative and Internal Operations core service. In addition, this position also has primary responsibility of coordinating with the department Admin Services Director for developing and implementing the division's annual budget to OMB and addresses Legislative requests through the Department's Legislative Liaison. This position also serves as a member of the Division Leadership Team and occasionally assumes the duties of the Director.

Key responsibilities include-

  • Daily oversight through the division`s AOM and Accountant for the technical, financial and overall administrative support for the division that in turn supports 2 Sport Fish Hatcheries, 3 large operating regions, 1 statewide technical-support region, and 20 area offices around the state with over 300 full-time, part-time and non-permanent positions.
  • Responsible for managing / monitoring the Sport Fish portion of the Fish and Game Fund which is one of two primary revenue sources for the Division.
  • Responsible for tracking annual apportionments of federal grant program receipts from the USFWS programs; the 2nd primary revenue source to the Division.
  • Serves as the division's lead in preparing information for legislative committees and specific legislative requests. It takes the lead in preparing budget summaries for finance and other committees, preparing responses to legislative expenditure audits, reviewing legislation affecting the division, and preparing legislative fiscal notes.
  • Coordinate development of positions on pending legislation affecting the division and department specific to sport fishing interests
  • Serves as the division's point of contact concerning interdivisional, departmental, and OMB budget and organizational issues and initiatives.

The working conditions you can expect :

The position is located at ADF&G headquarters office in Juneau. You will have a private walled office and work in an environment that is a collaboration of regional, area and headquarters office staff in Sport Fish as well as staff with the Division of Commercial Fisheries and Division of Wildlife Conservation, and Divison of Administrative Services.

  • Occasional travel (4-6 times a year) to Division Leadership Team and other professional meetings are expected.

  • Strong skills in the following areas : organization, time management, written and verbal skills, supervision and independent decision making and knowledge of budget and administrative processes and procedures. This position requires an ability to represent the Division and the Department in a variety of forums.
  • Capacity to analyze situations, think critically and take action accordingly relative to fiscal management. Incumbents must also handle multiple projects simultaneously and meet deadlines.
  • Knowledgeable in all aspects of the Division 6 core service services and programs as it can assume these tasks in the absence of the Director.
  • Thorough knowledge of the principles and practices of, and experience in, public administration, budgeting, financial management, reporting and strategic planning.
  • Knowledge about legislative processes, historical and current issues before the legislature relevant to the Division, and an understanding of how the Department works with the Alaska Legislature during session.

    Minimum Qualifications

    A Bachelor's degree from an accredited college.

    One year of professional management or administrative experience at the senior review or supervisory level equivalent to Fishery Biologist 4, Habitat Biologist 4, Wildlife Biologist 4, Subsistence Regional Program Manager, Accountant 4 and Administrative Manager 3 with the State of Alaska.

    Three years of professional management or administrative experience at the advanced level equivalent to Fishery Biologist 3, Habitat Biologist 3, Wildlife Biologist 3, Fish Culturist 3, Subsistence Resources Specialist 3, Accountant 3 and Administrative Manager 2 with the State of Alaska.

    Substitution :

    Professional resource management or administrative experience in excess of the minimum qualifications will substitute on a year-for-year basis for the required education (3 semester hours or 4 quarter hours equal one month of experience).
