What You Will Be Doing
The Budget Manager position monitors and manages DNR’s annual operating budget, totaling over $274 million in a mix of 20 different fund sources.
The key responsibilities of the position include the following:
- Developing, preparing, evaluating, and submitting DNR's annual operating and capital budgets.
- Budget implementation, administration, and monitoring oversight.
- Providing consultation and guidance to DNR divisions in all areas of budget development and management, including using the Alaska Budget System (ABS), the Integrated Resource Information System (IRIS), general budget preparation guidelines, policy issues, and DNR priorities.
- Providing legislative session budget support, including preparing and reviewing the fiscal impact of proposed legislation (fiscal notes).
- Supervising the Budget Analyst 1/2 and overseeing all DNR divisions' budget work.

We are looking for someone with the following competencies.
- Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
- Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
- Accountability: Holds self and others accountable for measurable, high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for own actions and decisions. Complies with established control systems and rules.
- Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.
Minimum Qualifications
- One year of full-working professional level experience analyzing and reviewing budgetary data and information; preparing analysis, reports, and recommendations on budgetary information; and utilizing electronic information management systems. This is met by service as a Budget Analyst 2 with the State of Alaska or the equivalent elsewhere.
OR
Two years of full-working level professional experience in accounting or auditing; financial management, budget analysis, management, or projection/forecasting, budget legislation or policy analysis; economic or management analysis and projection; or conducting research, analysis, and interpretation of economic, budgetary, and fiscal information and making presentations and recommendations on results to management.
OR
Two years of experience as a business executive or manager establishing and implementing policies, goals, objectives, and procedures; conferring with board members, organization officials, and staff members; directing and coordinating an organization's activities to fund operations, maximize investments, and increase efficiency; and reviewing reports such as financial statements, sales and activity reports; and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement.
