WHAT YOU WILL BE DOING

This position provides policy development and direction for the following statewide programs within the Criminal Records and Identification Bureau: Criminal Record Processing unit, Error Correction System (ECS) unit Misdemeanor Crimes of Domestic Violence (MCDV) unit, and National Instant Criminal Background Check System (NICS) unit.  For each program, this position plans, develops, and implements policies and procedures, provides ongoing program analysis to measure and evaluate performance and compliance to state and federal laws, adjusts resources to accomplish objectives, identifies program or procedural problems, develops a course of corrective action, and follows through with approved action plans, to ensure the programs meet overall state and federal requirements and program goals. Each of these programs interface with several local, state, and federal systems, and the information in this system is used throughout the criminal justice system, as well as by numerous employment and licensing agencies and the public. 


OUR ORGANIZATION, MISSION, AND CULTURE: 

The Division of Statewide Service provides Alaska’s criminal justice system with technical and specialized law enforcement support. The division consists of the Criminal Justice Information Systems Program, Information Systems, Alaska Scientific Crime Detection Laboratory, and Alaska Public Safety Communication Services. 

Within the Criminal Justice Information Systems Program, the Criminal Records Unit processes all disposition information into the state’s criminal history repository. The repository is used by criminal justice and non-criminal justice agencies throughout Alaska and nationwide, and the information maintained in the repository is critical for public safety to ensure decisions based on criminal history records are made using the most complete and accurate information available.

THE WORKING CONDITIONS YOU CAN EXPECT:

This position is located in East Anchorage in the Department of Public Safety’s (DPS) Headquarters building located at 5700 East Tudor Road.  Individual office space for this position is co-located with direct report staff to encourage team building and collaborative efforts.  The Chugach Mountains provide the backdrop for the building and ample parking is available; public transportation drop points are located directly in front of the building and paved trails are located right next to the building.

  • Experience managing multiple projects with competing deadlines; experience must demonstrate effective time management skills, flexibility, and adaptability in handling workloads to ensure projects are completed by established deadlines and the final work product is completed with an extremely high degree of accuracy and a positive attitude 
  • Ability to utilize critical thinking when researching and comparing complex data from multiple sources, to analyze all facts of a situation, to draw logical conclusions, and to make a successful recommendation regarding a course of action based on that analysis 
  • Experience communicating statutory or regulatory information to others in clear and concise terms, both verbally and in writing, to include making presentations and writing reports
  • Working knowledge of public administration, the legislative process, statewide data processing applications, grant management, and fiscal management/budgeting
  • Strong interpersonal and communication skills needed to create and maintain professional, cooperative partnerships with internal personnel and external agencies; experience effectively managing the work of others and working effectively in a team setting with individuals from a variety of backgrounds at different levels in the organization to achieve goals and objectives.

Any combination of preparatory post-secondary education and/or progressively responsible experience in social work, criminal justice, law, sociology, psychology, political science, planning, business, public administration, or a closely related field performing law enforcement or adjudication, corrections, adult or juvenile justice, or crime prevention.

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
  
 “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

ALASKA PUBLIC SAFETY INFOMARTION NETWORK

This position requires the use of the Alaska Public Safety Information Network (APSIN).  A security clearance issued by the Department of Public Safety is necessary to use APSIN.  DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction, or who may be a fugitive from justice. Additionally, a security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application or security clearance.  


BACKGROUND CHECK 

This position requires the incumbent to submit to a fingerprint based criminal history background check.  Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.

The successful candidate will be required to read, understand, and agree to via signature, an agreement of confidentiality concerning the work commonly encountered within the Department of Public Safety to qualify for this position.
