PURPOSE OF POSITION: Directs, coordinates, and supervises all yard crews, switch engines, and train movements within and through the Fairbanks Terminal. Runs daily operations at the Fairbanks Terminal and provides leadership and organization in all Fairbanks Terminal activities. Ensures that train and engine personnel operate in a safe, professional and efficient manner. Supports and directly executes the train operation plans.

Duties and Responsibilities:


Supervises, coordinates and directs daily train operating plans and directives within the Fairbanks Terminal. Ensures that customer commitments are met and all industry switches are made on the designated schedule. Works with other operating personnel and crafts to understand customer expectations, the complexity and requirements/limitations of other departments, and coordinates efforts to meet ARRC goals. Directs and supervises switching, train movements, and employee conduct in the yard. Directs TOFC and Mechanical Department employees as their duties relate to terminal operations. Ensures that car location inventory and status is accurate and timely by reporting in the Operations Information System (OIS) and directly overseeing the work of the Terminal Support Clerk. Monitors and directs crews’ hours to meet budgetary and efficiency goals.


Works with Director, Fairbanks Operations and Transportation Field Managers to develop new operating procedures or revise existing processes as required.


Performs a variety of administrative duties including recording train make-ups, terminal and system car movements, terminal arrivals and departures and any other required information.


Ensures safe working conditions and compliance with operating rules by conducting operational monitoring and having start-of-shift safety briefings with each yard crew. Enters information submitted on Safety Incident Report Program (SIRP) forms.


Corrects and documents any deficiencies in work habits, attendance, rules, or safety conduct through additional training or other appropriate methods. Works closely with Director, Fairbanks Operations and Transportation Field Managers in this aspect of position.


May be required to participate in Incident Command activities. Conducts accident and incident investigations as a first on scene Supervisor on all property damage and personal injuries. May be required to fill out all proper paperwork that is required in a First Alert report of formal investigation.


FACTOR 1:
Technical and Operational Knowledge

Knowledgeable of railroad operating rules. Knowledgeable of locomotive power requirements, safety rules, timetables, clearances, track bulletins, Track Warrants and CTC rules, and train make-up restrictions. Possess computer skills with Microsoft Office applications and ability to learn internal ARRC systems, including the OIS, Fleet Tracker, Intranet Applications, and DB Launcher applications.

FACTOR 2: Analytical Skills and Impact

Works in a methodical and process oriented manner and to meet critical deadlines related to on time train departures and customer commitments. Plans long-term and short-term business objectives. Must be able to monitor daily employee performance to ensure goals are being met safely, timely, and efficiently. Handles complaints, arbitrates disputes, and resolves grievances. Investigates and resolves matters of significance on behalf of the organization. Commits the organization in matters that have significant financial impact

FACTOR 3: Supervision and Control

Supervises UTU represented employees in accordance with ARRC Human Resources policies and applicable collective bargaining agreements. Directs the work of individuals from other departments including TOFC, yard Carmen, and Maintenance of Way (MOW) section workers. Ensures compliance with ARRC equal employment policies, safety, operating rules, and government regulations. Alerts other managers and supervisors of unsafe conditions or inefficient processes and provides employees with feedback on specific issues relating to performance. Provide strong and consistent supervision of employees.

FACTOR 4: Communication

Provides constant communication through multiple means including radio, telephone, electronic mail, face-to-face, and written. Possesses excellent verbal and written communication skills. Communicates with individuals at all levels of the ARRC organization as well as external customers. Participates in daily conference calls with the Chief Dispatchers, Power Planner, Crew Dispatchers, and other terminals to plan the daily work flow. Maintains open communication(s) with supervisor(s). Provides information and directions, receives status information, and provides continuity in daily operations. Builds and maintains strong relationships with T&E employees as well as employees in other crafts and departments.

FACTOR 5: Working Conditions

Work is primarily indoors (90%) working at the desk on the second floor of the Fairbanks Operations Center (FOC). About 10% of the work will take place outdoors and can include extreme weather conditions. Will predominantly work on a scheduled shift that varies, including nights, weekends, and holidays. Can be expected to replace and/or assist other Transportation managers on a limited basis.

Minimum Qualifications

Education Requirements

High school diploma or GED equivalent is required.

Work Experience

Three (3) years of railroad experience is required. Experience can include work in Customer Service, Crew Dispatch, Train Dispatch, or Train and Engine in the Transportation Department as well as work in other railroad departments. One year of college education may substitute for one year of the required experience.

Certification/License Requirements

Must be able to become GCOR qualified within six months of being hired. Must possess a valid driver’s license.

Preferred Qualifications

Train and Engine Service experience is preferred. One year supervising, managing, directing, or being a team leader for train operations or other operating activities is preferred.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.

Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.


Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.

Early retirement, survivor and disability benefits are available for vested participants.

401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.

457 Deferred Compensation Plan – Participation is optional for non-represented employees.


Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.

Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Railroad also offers two dental plans.
The Railroad National Dental for represented employees.
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.


Paid Leave & Holidays

Vacation Leave –accrual per bi-weekly pay period:

Represented Employees
0-3 Years of Service = 4 Hours
>3-15 Years of Service = 6 Hours
>15 Years of Service = 8 Hours

Non-Represented Employees
0-3 Years of Service = 6 Hours
>3-15 Years of Service = 8 Hours
>15 Years of Service = 10 Hours

Sick Leave: accrues at 4 hours (Represented) or 2 hours (Non-Represented) per pay period.
