The Department of Transportation and Public Facilities (DOT&PF) Program Development is looking for a Long Term Non Permanent Transportation Planner2-Regional Planning Organizer to help us Keep Alaska Moving!

Pay is based on the location of the selected applicant; salaries will be discussed at the time of the interview.

What you will be doing:
This position is recruiting for a Regional Planning Organization Coordinator for Alaska DOT&PF’s, Division of Project Delivery. This position reports to the Statewide Planning Chief, Transportation Planner 2 (PCN 251365) and will be responsible for the coordination of Regional Planning Organization (RPO’s) program across the State. 

Tasks include determining the appropriate project funding, executing subrecipient agreements, processing invoices, outreach activities, monitoring RPO deliverables for compliance with federal and state requirements. Additionally, the role is the point-of-contact for all RPO activities and outreach across the Department. A strong relationship with federal funding agencies is expected.

The intent of the RPO Program is to bring regional transportation planning closer to the communities we serve and to best support transportation planning in Alaska. This position involves a high degree of public contact and the incumbent must be able to respond appropriately to a wide variety of personalities and positions. This position requires tact, diplomacy and decisiveness.

The incumbent must be willing to travel throughout the region by vehicle, commercial air transport and light aircraft.

The working environment you can expect:
This position can be hired anywhere in Alaska. Office space is limited to regional hub locations (Anchorage, Fairbanks, Juneau). Microsoft Teams is currently being utilized in lieu of many in-person meetings for peer-to-peer communications and staff meetings.

NOTE: In-State travel may be monthly on average to Juneau, Anchorage or Fairbanks for training, conferences with occasional trips to small communities for public meetings or field visits. Out of State Travel is rare for this position but may occur due to situational circumstances.

Minimum Qualifications:

Any combination of education, certification, and/or experience that provides the applicant with competencies in:

• Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. 
• Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise. 
• Landscape Architecture: Knowledge of the concepts, theories, and practices used in the planning, designing, construction, and adaptation of outdoor features, taking into consideration recreation planning, requirements, aesthetic value, and compatibility with other developments and resources. 
• Transportation: Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits. 
• Transportation Engineering: Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis. 
• Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
