Job Summary

The Equal Employment Opportunity (EEO) Coordinator oversees and administers all facets of Equal Opportunity compliance for the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR). The EEO Coordinator will establish priorities and goals to ensure compliance with Federal and State regulations. The EEO Coordinator will act as a primary advisor to the ADCRR Leadership and the Employee Assistance Administrator, as well as interface with state agency heads, legislative heads, and other stakeholders to provide guidance and information. Job Duties

  • Develops and enforces department policies and procedures related to Equal Opportunity
  • Creates and delivers training programs to raise awareness and ensures compliance with Equal Opportunity laws and regulations
  • Investigates complaints of discrimination and provides determinations with appropriate actions
  • Provides consultation and guidance to department management and employees on Equal Opportunity matters
  • Collaborates with field staff, management and the Employee Relations Unit to address staff complaints and issues related to employee relations and discrimination
  • Serves as the department’s representatives when engaging with external agencies, public entities, private businesses, and community groups
  • Provides communication, recommendations and guidance to the Director, Assistant Directors, Wardens, and Administrators on highly confidential employee matters, including issues related to discrimination, disciplinary actions, ADCRR workforce demographics, administrative and criminal investigations, and legal proceedings
  • Delivers presentations on Equal Opportunity topics and conducts training sessions for staff, management, and external personnel on Equal Opportunity and Sexual Harassment matters
  • Offers information, technical assistance, and training to supervisors, managers, and employees on subjects such as employee supervision, grievance procedures, and staff development
  • Develops, interprets, directs and monitors goals and objectives related to Equal Opportunity initiatives
  • Prepares comprehensive reports on selection processes, surveys and other relevant statistical data
  • Participates in meetings with Director, Assistant Directors and other executive staff, as well as representatives from the Federal EEOC, Department of Labor, Department of Justice, Veterans’ Administration, Attorney General’s Office and the Governor's Office
  • Conducts on-site visits to ensure adherence to non-discrimination laws and departmental policies
  • Other duties as assigned related to the position
  • Drive on State Business

Knowledge Of

Knowledge, Skills & Abilities (KSAs):

  • Federal and state Equal Employment Opportunity laws, guidelines and regulations (e.g., Title VII of the Civil Rights Acts, ADA, ADEA)
  • ADCRR policies, practices and procedures related to recruitment, hiring, and employment
  • Investigation techniques, including evidence gathering, interview techniques, and report preparations
  • Legal framework for discrimination complaints, consent decrees, and conciliations
  • Effective training program development and delivery methods
  • Department security, safety and inmate management philosophy and programs
  • Community racial and cultural demographics
  • Arbitration and mediation procedures
  • Employee rights and planning concepts

Skill In

  • Conducting thorough and impartial investigation into discrimination complaints
  • Communicating effectively with diverse audiences, including government officials, legislative staff, and private organizations
  • Policy development and procedural enforcement
  • Analyzing facts and drawing logical conclusions
  • Training and educating management and staff on Equal Opportunity Laws and Compliance
  • Data Analysis and reporting to monitor trend and recommended action plans

Ability To

  • Build and maintain professional relationships with internal and external stakeholders
  • Managing sensitive and confidential information with discretion
  • Evaluate and interpret complex leg

Selective Preference(s)

  • Extensive training in the field of Equal Opportunity and Human Resources Management
  • Two years experience working as an Equal Opportunity Specialist and/or Human Resources Professional

Pre-Employment Requirements

Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).

Employment is contingent on the selected applicant passing a background investigation.

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Enrollment eligibility will become effective after 27 weeks of employment.
