The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Physical Plant Supervisor I oversees a dedicated team of 7 custodial staff responsible for maintaining cleanliness and sanitation within a large multi-facility complex. This position schedules and assigns daily cleaning tasks, ensuring effective implementation of the custodial maintenance program. The Physical Plant Supervisor I monitors staff performance and activities in areas such as cleaning, waste disposal, chemical use, and minor maintenance. This role entails overseeing supply control, maintaining inventory levels, and ordering necessary supplies. This position requires performing cleaning duties as needed within the facilities. Additionally, this position manages a multi-thousand-dollar budget to ensure cost-effective operations. Responsibilities include the timely and effective planning and execution of custodial tasks and projects, ensuring adherence to safety procedures as outlined in the 162d Wing safety program, Air Force Manual (AFMAN), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) regulations. The supervisor performs administrative tasks to ensure smooth job flow and production, including inspecting facilities to identify non-compliance with custodial-related safety items and hazardous conditions, and taking corrective actions as necessary. The Physical Plant Supervisor I also handles administrative duties, including staff scheduling, performance evaluations, and training to ensure high standards of cleanliness and safety are met. Additionally, this role acts as the supervisor over the tradesmen maintenance staff when the Physical Plant Supervisor over them is not present. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

  • Responsible for the timely and effective planning, costing, scheduling, assigning, and inspecting the work of custodial staff, including managing custodial budget control and maintaining custodial supply inventory. Coordinate with base personnel to minimize disruptions to normal operations caused by cleaning activities. Must be flexible and adaptable to changes from leadership or supervision. Oversee the tracking and scheduling of inspections for facility restrooms, hallways, breakrooms, common areas, and other custodial-related areas. Ensure all custodial-related safety programs are current and ready for inspection. Additionally, oversee the management of custodial-used chemical Material Safety Data Sheets (MSDS), ensuring they are kept up-to-date and current.
  • Resolves problems and questions presented by subordinates regarding types of cleaning materials, equipment, and methods to be used, including managing interpersonal relationships. Maintains accurate records of subordinate performance for annual employee evaluations. Inspect work areas and job sites to ensure compliance with all national and local safety codes. Schedules, assigns, and inspects custodial tasks and projects, such as cleaning, waste disposal, and minor maintenance. Maintains records on all custodial equipment, inventory of cleaning supplies, repairs, and the preventative maintenance program.
  • Initiates and recommends disciplinary actions for subordinates, conducts interviews with prospective employees, and confers with leadership on project decision-making and resolving subordinate issues, as well as addressing questions concerning future plans or actions. Ensures compliance with state policies and procedures for state employees and performs monthly spot inspections of subordinate staff.
  • Attends weekly staff meetings to exchange information necessary for meeting unit requirements. Coordinates with CE Work Control to ensure all man-hours and costs are accurately recorded. Ensures that all equipment training is up-to-date and documented for inspection purposes. Provides ongoing safety training for subordinate staff, ensuring proper documentation is maintained.
  • In the absence of the tradesman staff supervisor, this position may supervise the tradesman staff. This responsibility includes overseeing their daily activities, ensuring that all tasks are completed efficiently, and maintaining a high standard of work quality. The Physical Plant Supervisor I will also address any issues that arise, provide guidance and support to the tradesman staff, and ensure compliance with all safety protocols and regulations.
  • Create documents, spreadsheets, charts, and presentations using Microsoft Word, Excel, Access, PowerPoint, and other related computer programs.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
  • Extensive understanding of custodial and cleaning practices, methods, and techniques within a large multi-facility complex.
  • Familiarity with safety regulations and protocols, including the 162nd Wing safety program, Air Force Manual (AFMAN), Occupational Safety and Health Administration (OSHA) standards, and Environmental Protection Agency (EPA) guidelines.
  • Proper chemical handling, Material Safety Data Sheets (MSDS), and usage of cleaning agents and equipment.
  • Proficiency in budget management and inventory control for custodial supplies and equipment.
  • Principals and practices of supervision.
  • Blueprints or other specifications of building, electrical, related utility systems, and HVAC systems related to the 162nd.

Skilled in:
  • Strong organizational and time-management skills to effectively plan, schedule, and supervise daily custodial tasks.
  • Excellent communication and interpersonal skills to interact with custodial staff, leadership, and other base personnel.
  • Ability to conduct accurate record-keeping and documentation for performance evaluations, safety inspections, and training records.
  • Proficiency in using computer software such as Microsoft Word, Excel, Access, and PowerPoint for creating documents, spreadsheets, charts, and presentations.
  • Communication both oral and written.

Ability to:
  • Lead, motivate, and manage a team of custodial staff, ensuring high standards of cleanliness and sanitation.
  • Capability to identify and resolve issues related to cleaning activities, supply control, and staff performance.
  • Flexibility and adaptability to respond to changes from leadership and adjust work plans accordingly.
  • Aptitude for conducting thorough inspections of facilities to ensure compliance with safety standards and taking corrective actions when necessary.
  • Manage a multi-thousand-dollar budget effectively to ensure cost-efficient operations.
  • Capability to oversee the tradesmen maintenance staff in the absence of their direct supervisor.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have one (1) year of experience equivalent to a Physical Plants Supervisor I.

  • This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
  • In State travel required.
  • Individuals are required to pass a criminal background investigation.
  • Requires the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC).
  • Must meet all eligibility requirements to enter other federal installations such as Davis-Mothan Air Force Base and Fort Huachuca.
