Job Summary

  • The Procurement Supervisor plays a crucial role in maintaining continuity, compliance, and efficiency in procurement operations. The Procurement Supervisor assumes the responsibilities of the Chief Procurement Officer in their absence to ensure continuity of procurement operations. This role ensures oversight of staff, adherence to agency and State procurement regulations, and supports decision making to avoid disruptions.
  • Rare in-state travel is required for this position.

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with ability and willingness to work in-office up to five days per week as business needs necessitate.

Job Duties

  • Supervises subordinate personnel including determining workload and delegating assignments, training, monitoring and evaluating performance
  • Coordinates and/or acts as a liaison between agency and work unit and other agencies, work units, organizations, vendors, etc.
  • Acts as a resource to provide information or determine the most effective way of meeting the needs of management, staff, vendors or contractors
  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines
  • Reviews and/or inspects work for quality, accuracy, and completeness
  • Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations
  • Prepares, issues, evaluates, and awards complex informal/formal solicitations and related documents supporting all state and federal programs
  • Assists ADE internal customers in developing complex Statements of Work, Scopes of Work and/or Performance Specifications
  • Conduct oral presentations, negotiate, request best and final offers, evaluate, and award
  • Issue contract extensions and rebids
  • Provides internal and external training
  • Provides accurate and timely information to internal/external customers
  • Maintains positive and ethical customer relations
  • Reviews and assists in development and document departmental policies and procedures
  • Conducts market research/analysis.
  • Coordinates and analyzes data to determine, with customer(s), which commodity/services will be established as ADE contracts and determines appropriate terms and conditions of those contracts

  • Recognizing unfair or illegal procurement practices
  • Contract budget for purpose of soliciting services to comply with the Arizona Procurement Code solicitation
  • Open Meeting Law and Public Records Law

  • Tact and diplomacy in interpersonal relationships with vendors, contractors, and governmental agencies with the goal of reflecting a positive image for the Agency

Ability To

  • Plan, organize, and coordinate multiple tasks
  • Exercise initiative in developing, improving, and conducting procurement activities
  • Support and enforce procurement policies and procedures
  • Perform research to determine best approach based on market conditions and trends
  • Travel for the purpose of conducting pre-offer meetings with prospective vendors and consultants or planning meetings with customers

Selective Preference(s)

  • Preference will be given to those applicants with a Bachelor’s degree, and/or Certification from the National Institute of Governmental Purchasing or equivalent.

Retirement

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
