Job Summary

The Arizona Department of Liquor Licenses and Control is seeking to hire a Special Agent Supervisor who will report directly to the Chief of Investigations.

This position supervises an investigative unit comprising Special Agents who are responsible for the enforcement of A.R.S.

Titles 4,13,28 statewide with an area of specialization that may include neighborhood and community interaction, compliance, public information, or administrative policies and procedures for the investigative section, hidden ownership, unlicensed premises, etc.

Plans and assigns work schedules on a weekly and project basis; supervises the development of reports and documents, attends meetings, counsel subordinates, confer with officials and representatives of various law enforcement and judicial agencies, attend criminal, civil, and administrative hearings.

Evaluates work and formulate improvement plans. This is a grant-funded position.

Job Duties

  • Supervise and guide investigations, liquor details, training, and violations of Title 4 (Arizona Liquor Law) and A.A.C. Title 19 (Arizona Liquor Rule)
  • Liaison between agency special agents and leadership, law enforcement agencies, and citizens
  • Oversee the initiation, coordination, and completion of investigations conducted by the Department/ (Tucson Office), as well as suspected violations/complaints reported by the citizenry, industry, and other government and law enforcement agencies
  • Oversee a staff of several investigators including schedules, time cards, vacations, training requirements, annual productivity reviews, disciplinary action, grievances, and fieldwork in an enforcement capacity
  • Statewide travel by automobile, sometimes overnight or longer
  • May be required to work nights, weekends, and holidays

Knowledge

Knowledge, Skills & Abilities (KSAs):

  • Title 4 (AZ Liquor laws) and A.A.C Title 19 (AZ Liquor rule), Title 13, 28, and applicable laws
  • Law enforcement duties, responsibilities, procedures and protocol, equipment, communications, resources, and the ability to mentor subordinate staff members
  • Recognize potential public safety issues and the threats and dangers associated with law enforcement operations

Skills

  • Gathering facts, organizing, and comprehending information to make logical interpretations necessary to perform operational duties
  • Excellent investigative techniques
  • Must possess strong analytical and organizational skills, excellent communication skills and attention to detail is paramount to the supervisor's success

Abilities

  • To qualify annually with duty weapon, achieving a passing score
  • To perform all of the duties of a sworn police officer
  • To effect an arrest and survive an encounter until backup agents/officers arrive

Selective Preference(s)

  • Extensive law enforcement background
  • Must be proficient in proactive Law Enforcement Techniques
  • This includes covert and undercover operations, surveillance techniques, conducting interviews, developing probable cause, preparing affidavits, executing search warrants, effecting arrest, case management, and testifying in criminal and administrative proceedings

Pre-Employment Requirements

  • Must maintain "unrestricted" Arizona Peace Officer Standards & Training "AZPOST" Certification
  • Must complete eight (8) hours of continuing Law Enforcement education annually
  • Must possess a valid driver's license and be able to drive a motor vehicle
  • This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

Retirement

  • Position will be pension eligible for either PSPRS or ASRS depending on standing as governed by Arizona law and the state's pension board
