Position Summary

The Division of Workforce Services (DWS) Program Monitor is responsible for leading and conducting special research studies and monitoring and coordinating project/program activities . This position is governed by state and federal laws and agency/institution policy .

Education And Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, general business, or a related field; plus, two years of experience in planning, research, or a related field.

Preferred Qualification

Applicant must be fluent in both English and Spanis h . Applicant must be willing to travel extensively within the state. Must possess a valid Arkansas Driver's license.

Job Responsibilities And Expected Results

Key Business Processes/Duties

  • Conducts outreach to Migrant Seasonal Farm Workers (MSFWs) by visiting farms employing MFSWs to notify them of available programs and services.
  • Explains to MSFW by means of written and oral presentations in a language readily understood by them:
  • Services available at the local one-stop center.
  • Information on the Employment-related Law Complaint System.
  • Information on the other organizations serving MSFWs in the area; and
  • A basic summary of farmworker rights, including farm worker rights with respect to the terms and conditions of employment.
  • Observes working and living condition of MFSWs and, upon observation or upon receipt of information regarding a suspected violation of Federal or State employment-related law, documents and refers information to the Employment Services Office Manager for processing
  • Enters MFSWs info 1 mation into Arkansas Job Link (AJL) if they are interested in services but are unable/unwilling to visit a workforce center.
  • Performs other duties as assigned.

Summary

The Department of Workforce Services (DWS) Program Monitor is responsible for leading and conducting special research studies and monitoring and coordinating project/program activities. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises administrative support and professional staff by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Conducts special studies to determine the effectiveness of agency programs, and the identification of and solution to problem areas, assists in project goals and objectives development, and reviews recommendations from project staff concerning method of approach. Evaluates existing programs by gathering pertinent information by reviewing files, conducting surveys and interviews, and contacting agencies in other states concerning their programs. Conducts interviews with staff and clients and performs evaluations of needs to determine what services are most beneficial. Makes presentations and speeches to boards and commissions and informs the general public of program services and DWS responsibilities. Evaluates project/program effectiveness after implementation by personal observation, conducting interviews, and reviewing data and reports. Interacts with staff from federal and other state agencies and the general public on matters concerning areas of responsibility. Performs other duties as assigned.

Dimensions

Regular in-state and occasional out-of-state travel is required.

Knowledge of the principles and techniques of organizational and systems analysis. Knowledge of planning, research, and analysis techniques and procedures. Knowledge of supervisory practices and procedures. Ability to interpret and apply state and federal laws and regulations governing the assigned programs. Ability to plan and execute systems and perform organizational analysis and feasibility studies. Ability to plan and organize comprehensive reports of project findings and write and develop manual and handbooks. Ability to organize and conduct meetings and workshops. Ability to plan, organize, and direct the work of others.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, general business, or a related field; plus two years of experience in planning, research, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
